Global warming is the most significant threat to ecosystems and people’s health and living standards, especially in small island states in the Caribbean and elsewhere. This paper contributes to the debate by analyzing different options to scale up climate change mitigation and adaptation. In particular, the empirical analysis indicates that increasing energy efficiency and reducing the use of fossil fuel in electricity generation could lead to a significant reduction in carbon emissions, while investing in physical and financial resilience would yield long-run benefits. From a risk-reward perspective, the advantages of reducing the risks associated with climate change and the health benefits from higher environmental quality clearly outweigh the potential cost of climate change mitigation and adaptation in the short run. The additional revenue generated by environmental taxes could be used to compensate the most vulnerable households, building a multilayered safety net, and strengthening structural resilience.

EU’s neighborhood countries (EUN) have lagged the EU on emissions mitigation; coal-heavy power generation and industrial sectors are a key factor. They have also trailed EU countries in emissions mitigation policies since 2000, with little use of market-based instruments, and they still have substantial fossil fuel subsidies. Increasingly stringent EU mitigation policies are asociated with lower emissions in EUN. Overall output effects of the CBAM, in its current form, would be limited, though exports and emissions-intensive industries could be heavily impacted. A unilaterally adopted economywide carbon tax of $75 per ton would significantly lower emissions by 2030, with minimal consequences for output or household welfare, though a safety net for the affected workers may be necessary. To become competitive today by attracting green FDI and technology, overcoming infrastructure constraints and integrating into EU’s supply chains, EUN countries would be well served to front load decarbonization, rather than postpone it for later.

This paper investigates the connection between climate change and energy security in Europe and provides empirical evidence that these issues are the two faces of the same coin. Using a panel of 39 countries in Europe over the period 1980–2019, the empirical analysis presented in this paper indicates that increasing the share of nuclear, renewables, and other non-hydrocarbon energy and improving energy efficiency could lead to a significant reduction in carbon emissions and improve energy security throughout Europe. Accordingly, policies and reforms aimed at shifting away from hydrocarbons and increasing energy efficiency in distribution and consumption are key to mitigating climate change, reducing energy dependence, and minimizing exposure to energy price volatility.

The world is not decarbonizing fast enough, with global warming on track to reach as much as 4°C over the next century absent a global green transition. Policymakers in Europe—and beyond—still have an opportunity both to achieve net zero emissions by 2050 and to strengthen economic prospects by increasing energy efficiency, along with changing the energy mix from fossil fuels to renewables. In this paper, we assess energy efficiency (or intensity) in a panel of 38 European countries over the period 1980–2021 by using the stochastic frontier analysis and obtain statistically significant and intuitive results. We have two key findings. First, price signals, including through the introduction of a carbon tax and the removal of fossil fuel subsidies, are critical for energy efficiency, as consumers respond to changes in energy prices. Second, stronger environmental policies and institutions generate unambiguous improvements in energy efficiency by inducing investment in energy efficient equipment and buildings and nudging consumers for energy conservation. These results—robust to alternative specifications and methods—have important policy implications for green growth with higher energy efficiency.

This book applies a contract-governance theory to the implementation of decarbonisation objectives in the international maritime sector. In doing so, it provides an overview of how the network of contractual relationships that characterise commercial shipping can become effective sites of collaboration between shipping actors to improve upon energy efficiency and CO2 reduction. To achieve this aim, the book investigates and develops a set of contractual tools that can enable private actors to strengthen their commitments to net-zero targets (whether state-mandated or voluntary) and develop cooperative norms to guide decision-making and contractual interpretation. These mechanisms include contractual clauses and drafting considerations which can secure a desired outcome for contractual performance, thereby managing climate risks and providing adequate remedy where such risks materialise. In a transnational sector such as shipping, where contracts can exert greater influence on corporate decarbonisation efforts than international regulation, the book challenges the traditional limitations of contract law and calls for a deeper integration of green principles into private relationships.

The current era of human activity has seen the rise of global environmental change (GEC) and its related hazards including climate change, biodiversity loss, ozone depletion, ecosystem and land degradation. These processes are a developing threat to the human security and the economic and islandness of small island developing states, especially due to the threat multiplier nature of climate change. In the context of the South Pacific, scholars have viewed the convergence of these GEC influenced hazards as evoking a coastal and water level effect with damaging socioeconomic and environmental consequences. Here securitization theory is applied to yield insight into the re-conceptualization of climate change as a security threat. Utilizing securitization theory to assess climate change as a human security threat, it is demonstrated that although it currently poses a limited existential threat for small island developing states, climate change may impact the economic and political stability necessary for effective governance in small island states. Although it does not fit neatly into the description of a SIDS, Papua New Guinea, as a case study, encapsulates the convergence of climate change mitigation and adaptation policy as a deterrent to counter and reduce human insecurity. It is home to 6-7 percent of the world's biodiversity, with over 80 percent of the populace relying on staple crops such as taro and copra for economic trade. The linchpin of PNG's strategy to counter climate change is the UN-REDD+ program which initially ensures a process of multilevel stakeholder engagement in climate change mitigation and adaptation. Success in this strategy could mean increased human security (food and environmental security). Examination of the implementation of the program and its impact of islandness on the land tenure, ownership, and effective governance in PNG is studied.

The citizens of the Marshall Islands have been told that climate change will doom their country, and they have seen confirmatory omens in the land, air, and sea. This book investigates how grassroots Marshallese society has interpreted and responded to this threat as intimated by local observation, science communication, and Biblical exegesis. With grounds to dismiss or ignore the threat, Marshall Islanders have instead embraced it; with reasons to forswear guilt and responsibility, they have instead adopted in-group blame; and having been instructed that resettlement is necessary, they have vowed instead to retain the homeland. These dominant local responses can be understood as arising from a pre-existing, vigorous constellation of Marshallese ideas termed "modernity the trickster": a historically inspired narrative of self-inflicted cultural decline and seduction by Euro-American modernity. This study illuminates islander agency at the intersection of the local and the global, and suggests a theory of risk perception based on ideological commitment to narratives of historical progress and decline.
