Despite their untold human suffering, widespread destruction and loss, and far-reaching destabilization, the fires of many of the world's most violent civil wars continue to burn. In light of their devastating effects, how can we explain the intractability of costly and stalemated, yet seemingly endless, civil wars? By situating internal conflicts within the broader geopolitical environment in which they take place, Wars Without End provides an answer. It highlights the critical role of competitive intervention--opposing, simultaneous transfers of military assistance from different third-party states to both government and rebel combatants--in the dynamics, duration, and global prevalence of internal conflict. Providing a comprehensive theoretical and empirical account of this form of external meddling, it brings together battlefield bargaining dynamics, the escalatory pressures of interstate competition, and the systemic dimensions of geopolitical rivalry in civil wars to explain how protracted fighting within states is linked to enduring competition between them. In doing so, it challenges traditional conceptions of "proxy war" by deriving new propositions about the strategic logics that motivate it, offering new and productive angles on the behaviors of armed groups, the strategies of foreign interveners, and the trajectories of internal wars. Combining statistical analyses with detailed case studies drawing on fieldwork, original interviews, declassified intelligence reports, and archival research, the book explains competitive intervention's pernicious effects, documents its consequences for civil wars, and proposes policy prescriptions aimed at resolving some of today's most intractable conflicts.

After arrival, I visited museums and monuments in Washington D.C. I dedicate this book to the people of America to relit the torch of democracy for its revival and survival. In the course of history, humanity has struggled to survive, to live with less threats, exercising its free will for comfort and safety. The book is based on all sources of knowledge to find out the probability of victory of constructive forces for peace vs. destructive forces, to allow the realization of World Peace. Professor Audrey Cronin discovered the criteria of permanent neutrality’s success for Switzerland. Comparing it with Afghanistan, she found that there is a good probability for Afghanistan to become a permanently neutral (PN) nation. The author extended the same logic for achieving sustainable World Peace. Of 193 member-states of United Nation 170 meek nations demanding PN, eventually others finding it to their interest also, would guarantee their right for permanent neutrality by the Security Council of the United Nations.

All fourteen major peacebuilding missions launched between 1989 and 1999 shared a common strategy for consolidating peace after internal conflicts: immediate democratization and marketization. Transforming war-shattered states into market democracies is basically sound, but pushing this process too quickly can have damaging and destabilizing effects. The process of liberalization is inherently tumultuous, and can undermine the prospects for stable peace. A more sensible approach to post-conflict peacebuilding would seek, first, to establish a system of domestic institutions that are capable of managing the destabilizing effects of democratization and marketization within peaceful bounds and only then phase in political and economic reforms slowly, as conditions warrant. Peacebuilders should establish the foundations of effective governmental institutions prior to launching wholesale liberalization programs. Avoiding the problems that marred many peacebuilding operations in the 1990s will require longer-lasting and, ultimately, more intrusive forms of intervention in the domestic affairs of these states.
