American society has told the modern "Black" woman that she does not have to hold herself accountable for her independent choices. The modern "Black" woman is also encouraged to be delusional, since she can blame others for her poor decisions. No one will tell her that she is wrong. Modern "Black" women have trouble finding suitable "Black" husbands because these men do not take her seriously. The mainstream media, institutions of higher learning, and government policymakers refuse to acknowledge the poor decision-making patterns that modern women display. The late Tom Wolfe, an American journalist, coined the phrase "The Me Decade" in 1976, describing the 1970s as a time when people shifted their focus away from social issues and placed their full attention on themselves. The modern "Black" woman has remained in that selfish state of mind since the 1970s. Modern "Black" women made a conscious decision to be completely independent from "Black" men. Employment opportunities and college degrees were promoted as the all-purpose remedy for the life that "Black" women should want. The "Black" man was never a vital part of the modern "Black" woman's plan. The college degree or job were the primary tools that modern "Black" women used to undermine and reverse the "Black" man's role in the traditional family. The modern "Black" woman has the right to exercise her plans and ideas, which she is doing. A quality man with his own plan is not looking to be leadership partners with a modern "Black" women, because he is meant to lead and can prove this fact. What we see now in the "Black" community is the result of modern women's leadership. The families that exist came from the decisions of women. A responsible woman will not bring a child into this world without a responsible man leading the way. Modern women blame others for their bad choices in men, ignoring the institutional policies that allow her to make life-changing decisions for children.

Does constitutionalizing rights improve respect for those rights in practice? Drawing on statistical analyses, survey experiments, and case studies from around the world, this book argues that enforcing constitutional rights is not easy, but that some rights are harder to repress than others. First, enshrining rights in constitutions does not automatically ensure that those rights will be respected. For rights to matter, rights violations need to be politically costly. But this is difficult to accomplish for unconnected groups of citizens. Second, some rights are easier to enforce than others, especially those with natural constituencies that can mobilize for their enforcement. This is the case for rights that are practiced by and within organizations, such as the rights to religious freedom, to unionize, and to form political parties. Because religious groups, trade unions and parties are highly organized, they are well-equipped to use the constitution to resist rights violations. As a result, these rights are systematically associated with better practices. By contrast, rights that are practiced on an individual basis, such as free speech or the prohibition of torture, often lack natural constituencies to enforce them, which makes it easier for governments to violate these rights. Third, even highly organized groups armed with the constitution may not be able to stop governments dedicated to rights-repression. When constitutional rights are enforced by dedicated organizations, they are thus best understood as speed bumps that slow down attempts at repression. An important contribution to comparative constitutional law, this book provides a comprehensive picture of the spread of constitutional rights, and their enforcement, around the world.
