Inhaltsangabe:Einleitung: Es ist unbestritten, daß die bisherigen Umgangsformen mit den natürlichen Ressourcen eine Situation geschaffen haben, die (aus ökologischer Sicht gesehen) eine Dimension von erschreckendem Ausmaß erreicht hat und ständig voranschreitet. Tatsache ist ebenso, daß diese Problematik eine intensive Auseinandersetzung mit den Ursachen der ökologischen Krise - verbunden mit konkreten Lösungsansätzen und Handlungsempfehlungen - erfordert. Diese Erkenntnis wächst mit der Zeit sowohl bei Verbrauchern als auch bei Produzenten. Es ist bislang nur strittig, wie dieses langfristig erreicht werden soll. Die Dramatik, mit der sich Unternehmen oder gar ganze Branchen der Umweltproblematik widmen, macht deutlich, daß eine intensive Auseinandersetzung mit den ökologischen Problemen bislang vielfach versäumt worden ist. Strategische Weitsicht - etwa die einseitige Messung betrieblicher Tätigkeiten an Größen wie Wachstum und Ertrag - in ökonomischer Sicht war offenbar mit ökologischer Kurzsichtigkeit verbunden, so daß die derzeitige Umweltsituation erst hat entstehen können. Im anfänglichen Stadium der Umweltbewußtseinsentwicklung orientierten sich die Unternehmen an typischen reaktiven end-of-pipe-Lösungen wie Abfallentsorgung oder Recycling. Später kamen umweltorientierte Produktionsverfahren hinzu - jedoch lediglich auf technischer Basis. Um jedoch - schon mit Blick auf die Kosten und umweltrechtliche Haftungskriterien - wirtschaftlich und funktionsfähig zu bleiben, ist es unverzichtbar, den Umweltschutz als vernetzte betriebliche Aufgabe zu betrachten, die nur durch das Management gelöst werden kann. Viele technische Maßnahmen sind nur darauf gerichtet, die Eintrittswahrscheinlichkeit eines Schadens/Störfalls zu reduzieren, nicht aber darauf, das Schadenspotential abzusenken (im Rahmen von sog. 'begin-of-pipe'- Lösungen). Hier sind ganzheitliche Lösungsansätze erforderlich, die im strategischen Management beginnen müssen. Der Umfang und die Dynamik des Umweltschutzbereiches erfordern eine permanente Anpassung der betrieblichen Umweltpolitik (und deren Kontrolle) an veränderte Gegebenheiten, um eine jeweils aktuelle Darstellung von internen und externen Chancen und Risiken zu erhalten. The exact cause of the massive defaults and foreclosures in the U.S. subprime mortgage market is still unclear. This paper investigates whether a particular aspect of borrowers' financial literacy - their numerical ability - may have played a role. We measure several aspects of financial literacy and cognitive ability in a survey of subprime mortgage borrowers who took out mortgages in 2006 or 2007 and match these measures to objective data on mortgage characteristics and repayment performance. We find a large and statistically significant negative correlation between numerical ability and various measures of delinquency and default. Foreclosure starts are approximately two-thirds lower in the group with the highest measured level of numerical ability compared with the group with the lowest measured level. The result is robust to controlling for a broad set of sociodemographic variables and not driven by other aspects of cognitive ability or the characteristics of the mortgage contracts. Our results raise the possibility that limitations in certain aspects of financial literacy played an important role in the subprime mortgage crisis.

The development of EU enlargement has raised many thorny issues unanticipated by the framers of the EC Treaty. A significant upshot of these issues is that the concept of European identity – defined in terms of such factors as culture, history and economics – has supplanted the long-dominant theme of ‘widening and deepening,’ particularly since the Union’s expansion has become primarily eastward. The major contribution of this important book lies in its analysis of the conceptualization and perception of enlargement from various points of view, focusing on the concerns of stakeholders and the ‘identity’ conflicts and uncertainties incurred by enlargement initiatives. In the course of its presentation, it details the actual pre-accession Europeanization process and its complex history. Among the key elements discussed are the following: the conflict between ‘widening’ and ‘deepening’ and the effect on EU institutional reform; institutional requirements on candidate countries; pre-accession criteria and negotiations; administrative capacity, judicial capacity, and legal approximation in accession states; capacity of the EU to absorb new Member States; and EC law as part of European identity. Also covered are specific historical details of particular pre-accession negotiations (e.g., Greece, Spain, Portugal, Malta, and Cyprus), the still inconclusive negotiations with Turkey and the Western Balkan states, and political factors involved in the non-accession of Norway, Iceland and Switzerland. Assembling powerful evidence and applying incisive analysis, the author’s conclusion shows that, absent further (and major) EU institutional reform, it will be difficult for an enlarging Union to continue to ‘deliver the goods.’ A watershed in the continuing great debate on the fulfilment of the EC Treaty’s determination to foster and promote ‘an ever closer union of the peoples of Europe,’ this book will prove invaluable to anybody interested in the European integration project, particularly lawyers, academics, officials and policymakers in the EU Member States.
