Between the years 2000 and 2025 the world?s population is expected to rise from six billion to about 8 billion. At the present time, irrigated agriculture provides one third of world food output. So the advance of the irrigated sector on a global scale is a vital part of the development of the human race's capacity to feed itself. This requires many skills, including an economic understanding of the role of water in the irrigation and drainage of farmland. The purpose of this book is to provide a text in securing such an understanding that will assist both students and professionals in the fields of agriculture, development studies, geography, hydrology and planning. As an introduction to the subject, no prior knowledge of economic theory is assumed. The scope of the book is wide both in its analysis and its geographical coverage. A general introduction to irrigation and to economics is followed by a treatment of farmer’s need for irrigation water and the costs they face in accessing it. Three chapters cover the supply-side: infrastructure, operation and maintenance. An introduction is next given to the economic evaluation of irrigation and drainage projects continuing with a consideration of water allocation between sectors at the regional level. The book ends with a summary of the analysis as well as sixteen proposals for policy development. The approach is to make it possible for readers from a variety of backgrounds to readily access the subject matter. Each chapter begins with general, analytic themes and is followed by one or two detailed case studies drawn from Australia, Brazil, England, India, the Mediterranean, Mexico, Pakistan, Palestine, the Philippines and the USA. The desire is to continually interrelate theory and fieldwork in an argument that is clearly expressed, well-structured and as easy to read as the subject permits. The book is the first of its kind published since 1981.

Irrigated agriculture, a vital component of general agriculture, supplies fruits, vegetables, and cereals consumed by humans and grains fed to animals. Consequently, agriculture is the largest user of fresh water globally, and irrigation practices in many parts of the world are biologically, economically, and socially unsustainable. Water management should balance the need for agricultural water and the need for a sustainable environment. Water-use efficiency is the prime challenge in worldwide farming practices where problems of water shortages are widespread. Currently, agriculture is undergoing significant changes in innovative irrigation, fertilizer technology, and agronomic expertise. These elements constitute a vital platform for sustainable agricultural success and for preventing environmental damage. This review presents several processes linked to environmental irrigation, balancing environmental protection with improved agricultural production.

The role of irrigation in gearing agriculture development towards a broader economic growth is undeniable. Accordingly, irrigation is growing into key operational strategy for governments and their agencies to increase agricultural productivity, thus combatting food insecurity and boosting overall growth. While agriculture absorbs rural workforce, generates income and increases food security, it has become the most important driver in freshwater exploitation. The rapid expansion of water demand leads to the generalized phenomena of imbalance between water supply and water demand. This increasing pressure on water resources urges enhancing Water Use Efficiency. Enhancing Water Use Efficiency requires actions at all levels, from agricultural practitioners to scheme managers, and up to the policy-makers. The objective of this Field Guide is to show practical measures to improve Water Use Efficiency in small-scale agriculture based on case studies from Burkina Faso, Morocco and Uganda. The Book not only presents applicable Water Use Efficiency measures, but also guide the readers through their real-term implementation. While the Guide provides complete set of instructions to improve Water Use Efficiency in order to reach optimal irrigation practices, the successful outcome still depends on the farmers’ willingness to embrace and adopt the recommended measures. The Guide holds in evidence that farmers are often constrained by available resources to improve their practices in terms of budget, inputs or labour. In order to take these issues into account, the recommendations are limited on practical measures, which can be followed by farmers without requiring additional resources.

All statistical evidence confirms that agriculture is the key sector for water management, now and in the next decades. Nevertheless, the rural water development sector fails at present to get priority, compared to other competing sectors, in international fora. Strong and new arguments are needed to bring rural water back "on line." Agriculture policies and investments will need to become more strategic. They will have to unlock the potential of agricultural water management practices to raise productivity, spread equitable access to water, and conserve the natural productivity of water resources base.
