The global hydropower boom is largely made up of small hydropower plants located in emerging economies, but a lack of funding, over-ambitious planning, and corruption has halted the production of these projects. Describing this state as the 'on-paper' hydropower boom, this book shifts attention to the hydrosocial problems arising from hydropower projects that remain on paper. It examines how these proposed but unbuilt projects can lead to disruptions in the control and governance of water resources and increase the international dependence of emerging countries due to deep problems in their sustainable development planning, and how all this can affect both ecosystems and the communities that depend on them. In doing so, it critically examines the dominant discourses on energy security and sustainable development, emphasises the extent to which the effects of global imperialism are at play, and examines the effects of international power relations in the hydrosocial context and their implications for perpetuating international relations of dependency. Further, this book provides a unique perspective on the global hydropower boom by highlighting that although the global hydropower boom largely remains on paper, it can still have a significant impact on human-water systems. Contributing to the debate on hydrosocial relationships, each chapter offers an insightful examination of the social, cultural, and political interacts humans have with water, and uses these insights to provide a nuanced understanding of the challenges and issues associated with on paper plans. This book examines the impact of water-related subsidies on social and distributive equity and environmental sustainability in groundwater access and regulation in India. This book argues that adopting a water justice framework is essential to ensure equitable and sustainable access to and regulation of groundwater by balancing anthropogenic and ecological water needs. The inherent inequity resulting from property rights-controlled groundwater access gets widened by the social, political, and economic factors determining the subsidy beneficiaries. Adopting a socio-legal approach, this book draws on two contrasting case studies in India: Kerala, a water-secure state, and Rajasthan, an arid state. Arguing for a shift to a new paradigm in water governance, it critically examines the feasibility of the public trust doctrine and rights of nature discourse to analyse the best suitable regulatory framework that can balance the human right to water and ecological sustainability in groundwater resources. It demonstrates the feasibility of adopting various environmental law principles that balance human rights to water and nature. It argues that the hitherto highlighted public trust doctrine cannot address these inequities due to its anthropogenic bias and property rights link. This book examines the applicability of the rights of nature discourse instead of these property rights-based regulations to incorporate and mainstream the concerns of aquifer protection in water governance. The catchment area of the Mekong River and its tributaries extends from China, through Burma/Myanmar, Thailand, Laos, Cambodia and to Vietnam. The water resources of the Mekong region - from the Irrawaddy and Nu-Salween in the west, across the Chao Phraya to the Lancang-Mekong and Red River in the east- are increasingly contested. Governments, companies, and banks are driving new investments in roads, dams, diversions, irrigation schemes, navigation facilities, power plants and other emblems of conventional 'development'. Their plans and interventions should provide some benefits, but also pose multiple burdens and risks to millions of people dependent on wetlands, floodplains and aquatic resources, in particular, the wild capture fisheries of rivers and lakes. This book examines how large-scale projects are being proposed, justified, and built. How are such projects contested and how do specific governance regimes influence decision making? The book also highlights the emergence of new actors, rights and trade-off debates, and the social and environmental consequences of 'water resources development'. This book shows how diverse, and often antagonistic, ideologies and interests are contesting for legitimacy. It argues that the distribution of decision-making, political, and discursive power influences how the waterscapes of the region will ultimately look and how benefits, costs and risks will be distributed. These issues are crucial for the transformation of waterscapes and the prospects for democratizing water governance in the Mekong region.
