Water-related conflicts have a long history and will continue to be a global and regional problem. Asia, with 1.5 billion of its people living in shared river basins, and with very few transboundary rivers governed by treaties, is especially prone to such conflicts. The key to mitigating transboundary water conflicts and advancing cooperation in Asia is largely in the hands of China, the upstream country for most of Asia’s major transboundary rivers. To avert the looming water crisis, apart from spending billions of dollars on domestic water transfer projects such as the South–North Water Diversion Megaproject, as well as on water conservancy and pollution abatement, China has sought to utilize the water resources of the major rivers that run across borders with neighbouring countries. On these transboundary rivers, China has built or plans to build large dams for hydroelectricity and major water diversion facilities, which has triggered anxiety and complaints from downstream countries and criticism from the international society. This book aims to systematically examine the complex reality of water contestations between China and its neighbouring countries. It provides a discussion on transboundary hydropolitics beyond the state-centric geopolitical perspective to dig into various political, institutional, legal, historical, geographical, and demographic factors that affect China’s policies and practices towards transboundary water issues. This book also provides a collection of comparative case studies on China’s water resources management on the Mekong River with other five riparian states in the Lower Mekong region: the Salween River with Myanmar, the Brahmaputra River with India, the Amur River with Russia and Mongolia, the Illy and Irtysh Rivers with Kazakhstann, and the Yalu and Tumen Rivers with North Korea. Furthermore, this book sheds light on China’s future role in global water governance.

This book presents the results of the Interdisciplinary Research Group "Society – Water – Technology" of the Berlin-Brandenburg Academy of Sciences and Humanities. It describes interdisciplinary evaluation criteria for major water engineering projects (MWEPs) and portrays an application to the Lower Jordan Valley (Middle East) and the Fergana Valley (Central Asia). Both areas are characterised by transboundary conflicts, by challenges due to demographic and climate change and by political and societal pressures. Based on the findings, the book provides recommendations for science and political decisions makers as well as for international financing institutions. In addition, it outlines research gaps from an interdisciplinary perspective. In the past, MWEPs have been used as an instrument to cope with the demands of growing populations and to enhance development progress. Experiences with MWEPs have shown that a purely technical approach has not always brought about the desired results. In many cases, MWEPs have even resulted in negative implications for society and environment. Therefore, improved management strategies and enhanced technologies for a sustainable water resource management system are a prerequisite to meet present and future challenges. And, moreover, the continuous evaluation and optimisation of these measures is, likewise, a must.

Why do poor countries give aid to others? This book critically examines how aspirations for providing aid have coexisted with experiences of receiving aid and have transformed the practice of giving aid, with particular reference to the experiences of Japan and China. It highlights the historical sources that explain the pattern and strength of foreign aid that these new donors provide. The book has systematically examined the situation unique to middle income countries that are receiving and giving aid simultaneously. It sheds light on the endogenous elements embedded in the socio-economic conditions of emerging donors, as well as their learning process as aid recipients. This book examines not only the perspectives of recipients, but also those of donors: Japan in the case of China, and the USA and the World Bank in the case of Japan. By bringing in the donor’s perspective, we come to a holistic understanding of foreign aid as a product of interaction between the various agents involved. The book provides not only an in-depth case study of Japan from a historical perspective, but also stretches its scope to cover contemporary debates on "emerging donors," including China, India and Korea who have received substantial amount of aid from Japan in the past. This book connects the often separated discussion of Japanese aid and the way it developed in relation to outside forces. In short, this book represents the first attempt to empirically examine the "life of a donor" with a clear focus on the origins, struggles, and futures of non-western donors and their impact on established aid regime.
