Asia's 48 countries have an estimated 1.757 billion urban population and 2.4 billion people in rural areas (or approximately 60 per cent of the global population). Divided into central, eastern, southern, south-eastern and western regions, the continent is also extremely heterogeneous in terms of water quality conditions. The policies and management practices vary significantly from one country to another, and even within one country, depending on specific economic, political, social, environmental, legal and institutional factors. In order to appreciate the complexities associated with water quality policy and management, it is important to acknowledge the multiplicity of interrelated and often conflicting events, issues, actors and interests, both within and outside the water sector that impact them. This complexity, alongside institutional inability for systematic and coordinated collaboration, are potent reasons as to why, in the second decade of the 21st century, formulation and implementation of efficient water quality management policies benefitting humankind and the environment have still not been achieved. The book was originally published as a special issue of the International Journal of Water Resources Development.

Asian countries are not homogenous. They are in different stages of social and economic development, with cultural conditions and institutional and legal frameworks varying from one country to another. Therefore, how water can be successfully managed differs from one country to another. The book provides authoritative analyses of how water is being managed in different Asian countries, ranging from the world’s most populous countries like China and India to a city state like Singapore and an island country like Fiji. It also analyses in depth several wide ranging issues like terrorism, human rights, water-energy nexus, and roles of media, along with comprehensive discussions of legal, institutional and regulatory frameworks in an Asian water management context. The overall focus is on how water can be managed efficiently, cost-effectively and equitably in various Asian countries. This book was based on a special issue of the International Journal of Water Resources Development.

This book analyzes water policies in South Asia from the perspective of Integrated Water Resources Management (IWRM). It seeks to address the problems of water scarcity, conflict and pollution resulting from the gross mismanagement and over-exploitation of this finite resource. Highlighting the need for IWRM in mitigating abuse and ensuring sustainable use, it discusses issues relating to groundwater management; inter-state water conflicts; peri-urban water use; local traditional water management practices; coordination between water users and uses; and water integration at the grassroots level. With case studies from India, Bangladesh, Pakistan, and Nepal, the innovative, painstaking and transnational researches presented in the volume deal with questions of equity, gender, sustainability, and democratic governance in water policy interventions. It will interest researchers and students of development studies, environmental studies, natural resource management, water governance, and public administration, as also water sector professionals, policymakers, civil society activists and governmental and nongovernmental organizations.

Falling or stagnant agricultural growth, increasing dependence on groundwater, climate variability, swift industrialization, and unplanned and unregulated urbanization in South Asia have spawned a variety of challenges for water resources governance, management and use: groundwater overdraft; insufficient, ill-managed and poor-quality freshwater supply vis-à-vis escalating demand; and water pollution. Water policies in each of the South Asian countries thus call for a more holistic understanding for the efficient management, equitable distribution and sustainable use of this scarce resource. Analyzing the economic, demographic and ideological context in which water policies are framed and implemented, this book argues for an integrated framework in formulating and implementing water policies in South Asia. It also highlights some common missing links in the national policies: problems of techno-centric and blueprint approach to water management, growing influence of international donor agencies and inadequate concern for issues such as equity, sustainability, gender sensitivity, accountability, regional diversity in property rights regimes and water management practices, and regional conflicts over water access. The innovative and nuanced knowledge on water resources produced from detailed case studies in India, Bangladesh, Bhutan, Nepal, Pakistan and Sri Lanka will be useful for professionals, academics, policymakers and activists as well as those in development studies, environmental studies, natural resource management and public administration.

The management framework presented in this study addresses the demand for water in Asia caused by rapid population growth and economic development. It focuses on three key actions to meet the challenge: - evaluate how the region manages water resources - identify guidelines for the Banks water resource programs - develop country-specific strategies and promote joint programs Reforms built into the framework seek to modernize institutions that affect water resources. The authors suggest ways to improve planning and long-term management, streamline economic and financial policy, and upgrade real-time management, operation and maintenance. A general strategy for future World Bank lending and involvement is described. It features a comprehensive approach toward dealing with water resource issues. This approach calls for international and interprovincial basin agreements, makes institutional reform a condition for lending, and promotes integrated water planning and management in borrower countries. Policy guidelines for regional and country activities are also discussed.

Although Asia is the least urbanized continent, it contains half of the world’s megacities and many of the world’s fastest-growing economies. Urban growth is already stressing local water supplies and causing intense conflict among water users—between haves and have-nots in urban areas as well as between farmers and fishers outside the cities. In addition, concern is growing over the depletion and degradation of water sources and over the impact of water policies and patterns of water use on the natural environment. From the perspective of the maturing metropolitan water economy, the contributors to this volume consider the problems of urban water management in the region. They focus on the institutional and policy dimensions of conflict and seek to provide a range of viable options for reducing the growing frictions among water users. Eight specific case studies of urban areas in Asia and the Pacific span a wide range of economic levels of development, physical settings, and hydrological conditions. The book will be of interest to scholars and policymakers concerned with issues of water and environmental policy, urban management, and resource conflict in general.
