This textbook is written for first-year graduate students and senior level undergraduates in economics. . . Graduate students in geography, water resources, and environmental management should also be interested. The well done helpful diagrams and charts are those expected for a textbook in economics at this level. In every chapter many interesting real world examples illustrate the concept being discussed. Some chapters have easy to read case studies set off from the text. Every chapter has an excellent bibliography. I plan on keeping this excellent book as a shelf reference and would willingly adopt it for a class in Water Resource Economics. Donald E. Agthe, Journal of the American Water Resources Association This is a much-needed book, which introduces the interested reader to the economics of water resource allocation, and analyzes relevant policy issues derived from all over the world. To the best of my knowledge, this is the first book which is focused on communicating the basic economic concepts that govern water resources allocation. . . The lively writing style of W. Douglass Shaw, which is enriched with excellent examples and case studies from various countries, makes this book an obvious choice for a textbook in relevant courses. . . this excellent book should be a compulsory reading for all of us who work in the field of water resources management. Phoebe Koundouri, Ecological Economics A state-of-the-art and comprehensive review of water resource economics policy issues and research methods needed to address those issues. It can double as a text for classes in water economics as well as a source for researchers who need a state-of-the-art review of the literature. Frank A. Ward, New Mexico State University, US For years, I ve taught water economics and policy by piecing together readings from dozens of texts and articles. Now, I finally have one text that provides comprehensive coverage of water economics at a level both accessible to senior undergraduates while still sufficiently rigorous for graduate students. I cannot wait to use this text in my classes! Eric Schuck, Colorado State University, US W. Douglass Shaw s Water Resource Economics and Policy is a valuable and timely contribution. Those new to the subject of water resource economics will find a treatment that is both comprehensive and readable, suitable for undergraduate and selected graduate level classes. The book amply demonstrates the application of basic microeconomic principles to water issues and provides valuable in-depth discussion of water quality, and of urban, agricultural, environmental and recreational water use. The economics of risk and uncertainty are clearly presented in the context of drought, flood control and water supply and demand. These are key themes in this field that can be difficult to communicate to undergraduates. This text will be invaluable in teaching water resource economics. Bonnie Colby, University of Arizona, US Douglass Shaw s Water Resource Economics and Policy is a timely and useful offering, filling an important void in MS and post bac texts. The beginning chapters provide background in legal and economic theory considerations. Each is followed up in the book with specific regulatory and institutional examples as well as citations and explanations of empirical work in water resources economics. Topics in agricultural and residential water use, as well as reservoir impoundments and trans-boundary water issues, yield useful concepts for a wide range of students. The text serves as a very essential framework with which supplementary readings can be added. The organization of the book is sensible; it provides a means by which a greater body of materials may be arranged. The course I currently teach contains students from a diverse set of academic fields. The text materials are eminently accessible for all of these students. I highly recommend this to be an indispensable source book for water resource e

Updated edition of a comprehensive introduction to the economics of water management, with self-contained treatment of all necessary economic concepts. Economics brings powerful insights to water management, but most water professionals receive limited training in it. The second edition of this text offers a comprehensive development of water resource economics that is accessible to engineers and natural scientists as well as to economists. The goal is to build a practical platform for understanding and performing economic analysis using both theoretical and empirical tools. Familiarity with microeconomics or natural resource economics is helpful, but all the economics needed is presented and developed progressively in the text. The book focuses on the scarcity of water quantity (rather than on water quality). The author presents the economic theory of resource allocation, recognizing the peculiarities imposed by water, and then goes on to treat a range of subjects including conservation, groundwater depletion, water law, policy analysis, cost–benefit analysis, water marketing, privatization, and demand and supply estimation. Added features of this updated edition include a new chapter on water scarcity risk (with climate change and necessary risk tools introduced progressively) and new risk-attentive material elsewhere in the text; sharper treatment of block rates and pricing doctrine; expanded attention to contemporary literature and issues; and new appendixes on input–output analysis, water footprinting and virtual water, and cost allocation. Each chapter ends with a summary and exercises.

Most of the books published previously in the field of water resource eco nomics focus on particular aspects of water economics such as institutions, pricing or water markets, but none of them have given particular attention to methodological questions. However, the applied methodology within economic research has made some remarkable advances over the last 10-20 years. Some of these advances are of particular interest to the field of water economics. Therefore, we think that a book that focusing on methodological advances within the field of water resource economics and showing how these advances can be applied in economic analysis of water issues makes a nice complement to the existing literature in this field. We identified five areas where we consider the methodological advances to be of particular importance: 1) asymmetric information and game theory, 2) un certainty, 3) space, 4) water quality and 5) production and technology adoption. The selected papers for the book fall entirely within these categories. The book ''Frontiers in Water Resource Economics" draws to a great extent on papers which were presented at the 7^^ Conference of the International Water and Re source Economics Consortium, June 3-5,2001 held in Girona, Catalonia, Spain, This conference was jointly organized with the 4^^ Conference of Environmen tal and Resource Economics by the Department of Economics, University of Girona.

Economic issues arise in almost every water policy context. Water is of most concern when scarce, but physical scarcity is often overcome as human beings move water from place to place, sometimes creating monumental structures. The roles that cost and economic value play in water resource allocation are implicit, but often poorly understood. This second edition clarifies the role of economics and offers material that can be applied to water resource allocation problems around the world. Topics covered include: groundwater, floods and droughts, in situ uses of water, and institutions and law. New to the book is an exploration of water issues outside the United States as well as a new application of behavioral and experimental economics to the topic. A concise introduction to issues of water quality and quantity in both urban and agricultural settings, Water Resource Economics and Policy will be a valuable resource or text for students and researchers in the fields of agricultural economics, geography, law, and hydrology. Those involved in water resource agencies and private utilities will also find the book a useful reference.

The Second Edition of the Price of Water expands on the coverage of the first edition and ambitiously develops the theme of the proper management of river basins, both with respect to the control of rivers’ water quality and the defence of their quantitative flows from source to sea. Using the hydrosocial balance concept of the first edition, and the grand theory of catchment water deficits, a remarkable breakthrough is made in understanding how river flows are destroyed by human society. Drawing on extensive empirical research into the Kafue River Basin and the Thames River Basin, it is shown that the exhaustion of river flows that we see on a world-wide scale can be explained by just five measurable ‘drivers’ to basin surplus and basin deficit. Moreover, by specifying the key drivers and measuring their value, the basis is provided for economic, engineering and land management strategies that will reverse river basin destruction. Bringing together 20 papers previously published in refereed journals, The Price of Water provides information that many readers would not otherwise have been able to access to through their professional and academic libraries. The scope of the book is broad, dealing with a diverse range of subjects such as regional and catchment planning and integrated water resources management. Topics considered include: both water quantities and qualities drought management the "virtual water" controversy farmers water-rights the economic demand for water the design of abstraction charges the cost and use of irrigation water the design of effluent charges the "willingness-to-pay" methodology catchment water deficits water resource impacts of new property construction water leakage impact on river basins managing water quality within EC directives.

The marginal price elasticities estimated by Martinez-Espineira conforms to expectation. The price specification that accounts for the changing proportion of water users in each block yields a higher elasticity (-0. 47) compared to the spec ification ignoring this feature of the data. However, this difference is not found to be statistically significant, a result attributed to the low power of the test (small sample size limiting the accuracy of estimates). In conclusion, the paper provides a theoretically correct price specification for demand functions under block pricing and aggregate data. The empirical findings in the paper, however, are not conclusive and further empirical work using more data and alternative (nonlinear) demand functions, is needed to show the practical implications of the arguments put forward by the Martinez-Espineira's paper. Static empirical consumer demand functions estimated with aggregate data are well known to suffer form serial correlation and other statistical problems asso ciated with misspecified dynamics. These dynamics arise because consumers do not react immediately to a change in prices due to their largely predetermined lifestyle. In the case of demand for water, for example, current purchases can be largely predetermined due to commitments arising from past purchases such as swimming pools, bathtubs, dishwashing machines, etc. Muellbauer and Pashardes (1992) show that the autoregressive nature of consumer demand data can be cap tured in a theoretically consistent manner by incorporating intertemporal aspects of consumer behaviour in the model through habit formation and durability.

Economics brings powerful insights to water management, but most water professionals receive limited training in it. This text offers a comprehensive development of water resource economics that is accessible to engineers and natural scientists as well as economists. The goal is to build a practical platform for understanding and performing economic analysis using both theoretical and empirical tools. The mathematics needed to understand the subjects covered in this text include basic optimization methods and integral calculus. Familiarity with microeconomics or natural resource economics is helpful, but all the economics needed is presented and developed progressively in the text. Many water-based example calculations are included. Thus the book can be used for independent study as well as course work. The book focuses on the scarcity of water quantity (rather than water quality). The author presents the economic theory of resource allocation, recognizing the peculiarities imposed by water, and expands the theory to encompass time-defined matters such as ground water depletion. He then discusses such subjects as institutional economics, water law, how economics is used in policy and cost-benefit analysis, the roles of water marketing and water pricing, demand and supply estimation, privatization, and modeling with demand and supply functions. As an aid to readers with specific interests, references to recent literature are given for all of these topics. Each chapter ends with a summary and exercises. All graphic portrayals of economic theory and most calculations are performed using Mathematica software. These programs are downloadable, but their use is entirely optional.
