Water resources allocation determines who is able to use water resources, how, when and where. It directly affects the value (economic, ecological, socio-cultural) that individuals and society obtain from water resources. This report overviews how allocation works in a range of countries and how the performance of allocation arrangements can be improved to adjust to changing conditions. Capturing information from 27 OECD countries and key partner economies, the report presents key findings from the OECD Survey of Water Resources Allocation and case studies of successful allocation reform. It provides practical policy guidance for water allocation in the form of a "health check", which can be used to assess the performance of current arrangements and manage the transition to improved regimes.

Better water management will be crucial if we are to meet many of the key challenges of this century - feeding the worlds growing population and reducing poverty, meeting water and sanitation needs, protecting vital ecosystems, all while adapting to climate change. The approach known as Integrated Water Resources Management (IWRM) is widely recognized as the best way forward, but is poorly understood, even within the water sector. Since a core IWRM principle is that good water management must involve the water users, the understanding and involvement of other sectors is critical for success. There is thus an urgent need for practical guidance, for both water and development professionals, based on real world examples, rather than theoretical constructs. That is what this book provides. Using case studies, the book illustrates how better water management, guided by the IWRM approach, has helped to meet a wide range of sustainable development goals. It does this by considering practical examples, looking at how IWRM has contributed, at different scales, from very local, village-level experiences to reforms at national level and beyond to cases involving trans-boundary river basins. Using these on-the-ground experiences, from both developed and developing countries in five continents, the book provides candid and practical lessons for policy-makers, donors, and water and development practitioners worldwide, looking at how IWRM principles were applied, what worked, and, equally important, what didn‘t work, and why. This book is open access under a CC BY-NC 4.0 license. This revised, updated textbook presents a systems approach to the planning, management, and operation of water resources infrastructure in the environment. Previously published in 2005 by UNESCO and Deltares (Delft Hydraulics at the time), this new edition, written again with contributions from Jery R. Stedinger, Jozef P. M. Dijkman, and Monique T. Villars, is aimed equally at students and professionals. It introduces readers to the concept of viewing issues involving water resources as a system of multiple interacting components and scales. It offers guidelines for initiating and carrying out water resource system planning and management projects. It introduces alternative optimization, simulation, and statistical methods useful for project identification, design, siting, operation and evaluation and for studying post-planning issues. The authors cover both basin-wide and urban water issues and present ways of identifying and evaluating alternatives for addressing multiple-purpose and multi-objective water quantity and quality management challenges. Reinforced with cases studies, exercises, and media supplements throughout, the text is ideal for upper-level undergraduate and graduate courses in water resource planning and management as well as for practicing planners and engineers in the field.

Toward Integrated Water Resources Management In Armenia written by Winston Yu and has been published by World Bank Publications this book supported file pdf, txt, epub, kindle and other format this book has been release on 2014-10-31 with Business & Economics categories.

The Republic of Armenia is facing a number of emerging challenges in the water sector. Though overall water resource availability in the country is good, the country's ability to monitor groundwater and surface water is deteriorating, enforcement under the existing water permit system is weak, conflicts loom over water use in the agriculturally important Ararat valley, and climate change continues to exert pressure. The performance of the irrigation, hydropower, municipal, industrial, and environment sectors depends on the judicious and coordinated wise use of the country's water resources. Recognizing the importance of integrated water resources management (IWRM), the government of Armenia has introduced over the last decade major institutional and policy reforms. These reforms provide a strong legislative foundation and framework for ensuring good management and development of water resources in the country. Despite this, further institutional strengthening is needed to fulfill the vision of this legislative framework. Toward Integrated Water Resources Management in Armenia identifies the challenges in the different water subsectors, reviews the current institutional framework and implementation of relevant water-sector policies, and makes recommendations for the next steps to strengthen water resources management in the country. The book's overall goal is to provide guidance to the government and to donors to help enhance Armenia's future water security.

Competition for water is intensifying and in many countries water is already over-allocated. This work reviews the prevailing allocation regimes in OECD countries and provides policy guidance on shifting toward more sustainable ones. Lessons can be learned from countries that have attempted to reform water allocation regimes, a particularly difficult political challenge.
