Extensive experience shows that poor design and management of water systems in buildings can cause outbreaks of disease. The types of building, water uses, disease outcomes and individuals affected are diverse. The health risks are preventable and can be readily controlled. However, evidence from outbreak detection suggests that the overall trend is increasing. With increasing global urbanization, the overall exposure of the human population to poorly designed or managed water systems in buildings is increasing rapidly. Consequently, the risk of disease outbreaks is also increasing. Actions to reduce the risk of disease should be considered a public health priority. This document provides guidance for managing water supplies in buildings where people may drink water; use water for food preparation; wash, shower, swim or use water for other recreational activities; or be exposed to aerosols produced by water-using devices, such as cooling towers. These uses occur in a variety of buildings, such as hospitals, schools, child and aged care, medical and dental facilities, hotels, apartment blocks, sport centres, commercial buildings and transport terminals. The target audience for this document includes the full range of "actors" who influence the overall safe management of building water supplies. In particular, it is directed at those who design, construct, manage, operate, maintain and regulate building water systems.

Fire Flow Water Consumption in Sprinklered and Unsprinklered Buildings offers a detailed analysis for calculating the fire water demand required in buildings with existing and non-existant sprinkler systems. The installation of automatic sprinkler systems can significantly reduce the amount of water needed during a fire, but it requires water for commissioning, inspection, testing, and maintenance (CITM). This book provides an estimate of fire water used under both fire conditions, including CITM, to allow communities to develop fire water fees for both sprinklered and unsprinklered buildings that are proportional to the anticipated fire water usage. The types of buildings analyzed include residential (family dwellings as well as those up to four stories in height), business, assembly, institutional, mercantile, and storage facilities. Water volume was studied using guidelines from the International Code Council, the National Fire Protection Association, and the Insurance Services Office. The guidance provided in this document focuses on applying the framework for safe drinking-water, including Water Safety Plans (WSPs), as described in the fourth edition of the Guidelines for Drinking-Water Quality (WHO, 2011). The scope of this document includes small to large piped water systems in both developed and developing countries. It applies from the outlet of primary treatment processes to delivery to consumers, including at standpipes, but does not include pipework within buildings either before or after the point of delivery. This is the subject of the complementary text on Water Safety in Buildings. The main text is divided into 12 sections following the descriptions in the Guidelines for Drinking-Water Quality (WHO, 2011) and based on the 11 modules included in the Water Safety Plan Manual (2009), with an additional section describing the enabling environment (policy and regulations, independent surveillance and disease surveillance). It is important for regulatory and policy frameworks to support the implementation of WSPs to ensure their successful application. A number of case-studies are provided as annexes to illustrate the challenges that can confront drinking-water suppliers and potential solutions to overcome these challenges.
