This book highlights the likely impacts of climate change in terms of global and national water securities, how different countries are attempting to address these complex problems and to what extent they are likely to succeed. A major global concern at present, especially after the social and economic havoc that has been caused by COVID-19 in only one year, is how we can return to earlier levels of economic development patterns and then further improve the process so that sustainable development goals are reached to the extent possible by 2030, in both developed and developing countries. Mankind is now facing two existential problems over the next several decades. These are climate change and whether the world will have access to enough water to meet all its food, energy, environment and health needs. Much of expected climate change impacts can be seen through the lens of extreme hydrological events, like droughts, floods and other extreme hydrometeorological events. In 2018, the city of Cape Town faced the prospect of reaching ‘day zero’, that is a combination of natural and human-made factors leading to the complete collapse of its municipal water supply. While the rains eventually fell and a major disaster was averted, the fear of running out of water looms large in the psyche of residents in many cities around the world. Water is a non-substitutable, essential, finite and fugitive resource. It is the lifeblood of human endeavour. Cities, through global processes such as Agenda 2030 and forums such as ICLEI exchange best practices for achieving water security. These forums also are collective social spaces occupied by civil society organizations who share strategies and tactics, and the private sector, who compete for markets and contracts, promoting patent-protected technologies. It is these groups – states, civil societies, private sectors – coming together who determine who gets what water, when, and where. It is the job of academics to understand the how and why, and of (academic-)activists to fight for equity of access and sustainability of use. Evidence drawn from around the world and over time consistently shows that water flows toward money and power. Outcomes are too-often socially inequitable, environmentally unsustainable and economically inefficient. How to shift existing processes toward improved practices is not clear, but positive outcomes do exist. In this collection, we compare and contrast the challenges and opportunities for achieving urban water security with a focus on 11 major world cities: Bangalore, Beijing, Cairo, Cape Town, Chennai, Istanbul, Jakarta, London, Melbourne, Sao Paulo and Tokyo. Through the theoretical, conceptual and practical insights provided in these case studies, our collection constructively contributes to a global conversation regarding the ways and means of ‘avoiding day zero’.

In Asia and the Pacific, climate change is now a well-recognised risk to water security but responses to this risk are either under reported, or continue to be guided by the incremental or business as usual approaches. Water policy still tends to remain too narrow and fragmented, compared to the multi-sectoral and cross-scalar nature of risks to water security. What’s more, current water security debates tend to be framed in discipline specific or academic ways, failing to understand decision making and problem-solving contexts within which policy actors and partitioners have to operate on a daily basis. Much of the efforts to date has focussed on assessing and predicting the risks in the context of increasing levels of uncertainty. There is still limited analysis of emerging practices of risks assessment and mitigation in different contexts in Asia and the Pacific. Going beyond the national scales and focussing on several socio-ecological zones, this book captures stories written by engaged scholars on recent attempts to develop cross-sectoral and cross-scaler solutions to assess and mitigate risks to water security across Asia and the Pacific. Identifying lessons from successes and failures, it highlights management and strategic lessons that water and climate leaders of Asia and the Pacific need to consider. This book showcases reflective and analytical thought pieces written by key actors in the climate and water spaces. Several critical socio-ecological zones are covered – from Pakistan in the west to pacific islands in the east. The chapters clearly identify strategies for improvement based on the analysis of emerging responses to climate risks to water security and gaps in current practices. In recent years, a greater level of integration of the world economy and an opening of national markets to trade has impacted virtually all areas of society. The process of globalization has the potential to generate long-term benefits for developing countries, including enhanced technology and knowledge transfers and new fina- ing options supporting agricultural and economic development. However, risks of political and economic instability, increased inequality, and losses in agricultural income and production for countries that subsidize their agricultural and other e- nomic sectors threaten to offset potential benefits. Globalization can also have a profound impact on the water sector – in terms of allocation and use of water – and thus on food security as well. Other global change processes, particularly climate change, are also likely to have far-reaching impacts on water and food security, and societies around the world. To discuss these issues in-depth, the International Food Policy Research Institute, the Third World Centre for Water Management, Mexico, and the Tropical Agricultural Research and Higher Education Center (CATIE), Costa Rica, held a three-day International Conference on “Globalization and Trade: Implications for Water and Food Security,” at CATIE’s Turrialba, Costa Rica, headquarters under the auspices of the CGIAR Challenge Program on Water and Food in 2005. The workshop set out to identify the major risks and emerging issues facing developing countries related to global economic and environmental change impacts on water and food security.

To plan successfully and manage the increased uncertainties posed by likely future climate change, knowledge needs to advance much more for the water profession beyond what it is now available. Meeting these challenges does not depend exclusively on advances in climatological-hydrologic models. Policies for adaptation and strategies for mitigation measures have to be formulated on the basis of what are likely to be the potential impacts. These will have to be regularly fine-tuned and implemented according to changing needs and as more reliable knowledge and data become available. Even more challenging will be the politics of policy making and implementation, which will require a quantum leap from current policy-making and implementation processes. One can even say that, in addition to the development of more reliable models, the politics of climate change and water management remains one of the greatest uncertainties for the water profession. This book addresses water management practices and how these should and could be modified to cope with climatic and other related uncertainties over the next two to three decades; the types of strategies and good practices that may be available or have to be developed to cope with the current and expected uncertainties in relation to climate change; and the types of knowledge, information and technological developments needed to incorporate possible future climate change impacts within the framework of water resources management. Decision making in the water sector under changing climate and related uncertainties, and societal water security under altering and fluctuating climate are also discussed. Several case studies are included from several basins, cities, regions and countries in both developed and non-developing countries. This book was published as a special issue of the International Journal of Water Resources Development.
