What are the cost savings from preventing a typical burglary, robbery, assault, or even a criminal career? Who benefits from these savings? How often do the benefits from preventing crime or criminal behavior exceed the resources spent on preventing or controlling crime? Is it more cost-effective to invest in early childhood programs or juvenile boot camps to reduce criminal offending? These are some of the important questions that face policymakers in crime and justice today. Answering them is no easy task. Nevertheless, it is important to provide answers in order to ensure that the dollars devoted to crime reduction are spent as efficiently as possible. The principle aim of Costs and Benefits of Preventing Crime is to report on and assess the present state of knowledge on the monetary costs and benefits of crime prevention programs. Remarkably, this crucial topic has rarely been studied up to the present time. This book examines key methodological issues, reports on the most up-to-date research findings, discusses international policy perspectives, and presents an agenda for future research and policy development on the economic analysis of crime prevention. Throughout, it addresses the important question of how governments should be allocating scarce resources to make crime prevention policy and practice more effective and to produce the greatest economic benefits to society. The book brings together research and perspectives from across North America, Europe, and Australia.

At the end of a century that has seen unprecedented levels of crime, violence, and drug abuse in communities across America, we can take hope from the growing number of communities now reporting significant declines in their crime rates. We know that, at the community level, this success is due largely to crime reduction partnerships that contain strong prevention components. However, we still face many challenges to ridding our communities of crime. First, the media's preoccupation with violent and frightening crimes leaves us all with a feeling of apprehension over the safety of our homes, workplaces, and schools. So although communities may be safer today than they were a few years ago, people still feel unsafe, and their perceptions, real or unreal, must be addressed. Second, despite the recent reductions in crime and violence, crime rates are still at unacceptably high levels, and we must not become complacent. Third, some communities have been left behind in this success—communities in which crime and violence are still on the rise. We must find ways to meet these challenges head on by funding crime prevention programs that work. This monograph examines a variety of successful programs from around the world: the United Kingdom, France, the Netherlands, and New Zealand. These programs demonstrate that focused policing and mobilization of a broad range of agencies can significantly reduce crime rates. It is our hope that practitioners in the United States can learn from these experiences and develop crime reduction and prevention programs that are both financially and socially beneficial.

Risk-based policing is a research advancement that improves public safety, and its applications prevent crime specifically by managing crime risks. In Risk-Based Policing, the authors analyze case studies from a variety of city agencies including Atlantic City, New Jersey; Colorado Springs, Colorado; Glendale, Arizona; Kansas City, Missouri; Newark, New Jersey; and others. They demonstrate how focusing police resources on risky places and basing police work on smart uses of data can address the worst effects of disorder and crime while improving community relations and public safety. Topics include the role of big data; the evolution of modern policing; dealing with high-risk targets; designing, implementing, and evaluating risk-based policing strategies; and the role of multiple stakeholders in risk-based policing. The book also demonstrates how risk terrain modeling can be extended to provide a comprehensive view of prevention and deterrence.
