Written by a leading scholar in the field of nuclear weapons and international relations, this book examines ‘the problem of order’ arising from the existence of weapons of mass destruction. This central problem of international order has its origins in the nineteenth century, when industrialization and the emergence of new sciences, technologies and administrative capabilities greatly expanded states’ abilities to inflict injury, ushering in the era of total war. It became acute in the mid-twentieth century, with the invention of the atomic bomb and the pre-eminent role ascribed to nuclear weapons during the Cold War. It became more complex after the end of the Cold War, as power structures shifted, new insecurities emerged, prior ordering strategies were called into question, and as technologies relevant to weapons of mass destruction became more accessible to non-state actors as well as states. William Walker explores how this problem is conceived by influential actors, how they have tried to fashion solutions in the face of many predicaments, and why those solutions have been deemed effective and ineffective, legitimate and illegitimate, in various times and contexts.

World orders are increasingly contested. As international institutions have taken on ever more ambitious tasks, they have been challenged by rising powers dissatisfied with existing institutional inequalities, by non-governmental organizations worried about the direction of global governance, and even by some established powers no longer content to lead the institutions they themselves created. For the first time, this volume examines these sources of contestation under a common and systematic institutionalist framework. While the authority of institutions has deepened, at the same time it has fuelled contestation and resistance. Despite their Cold War rivalry, the United States and the Soviet Union frequently engaged in joint efforts to prevent the spread of nuclear weapons. Leaders in Washington and Moscow recognized that nuclear proliferation would serve neither country’s interests even when they did not see eye-to-eye in many other areas. They likewise understood why collaboration in mitigating this nuclear danger would serve both their own interests and those of the international community. This volume examines seven little known examples of US-Soviet cooperation for non-proliferation, including preventing South Africa from conducting a nuclear test, developing international safeguards and export control guidelines, and negotiating a draft convention banning radiological weapons. It uses declassified and recently-digitized archival material to explore in-depth the motivations for and modalities for cooperation under often adverse political circumstances. Given the current disintegration of Russian and US relations, including in the nuclear sphere, this history is especially worthy of review. Accordingly, the volume’s final chapter is devoted to discussing how non-proliferation lessons from the past can be applied today in areas most in need of US-Russian cooperation.
