Die vorliegende Untersuchung gibt Aufschluss darber, auf welche Art und Weise das Internet - im speziellen das Web 2.0 - Einfluss auf die moderne Arbeitswelt und die gesellschaftliche Realit„t nimmt. Im Zeitalter der fortschreitenden Informationsgesellschaft wird es fr ArbeitnehmerInnen immer bedeutender 24 Stunden am Tag erreichbar zu sein. Die modernen Kommunikationstechniken des Web 2.0 sind dafr unerl„sslich geworden. Die Auswirkungen auf das Berufs- und Familienleben sind dabei nicht auáer Acht zu lassen und werden in dieser Untersuchung n„her beleuchtet. Fr viele Unternehmen ist es mittlerweile undenkbar nicht in den sozialen Medien des Web 2.0 vertreten zu sein. Einerseits k”nnen Unternehmen mittels Plattformen wie Facebook, YouTube, Xing, etc. die gewnschte Zielgruppe durch Werbung erreichen. Andererseits k”nnten die eben genannten Web 2.0 Medien im Bereich der Human Ressourcen genutzt werden, um beispielsweise JobwerberInnen oder Unternehmen vorab grndlich zu durchleuchten, um dadurch zus„tzliche Informationen zu sammeln. Diese Studie zeigt die Chancen und Risiken des Web 2.0 in der Arbeitswelt auf, d. h. positive und negative Aspekte dieser Entwicklung. Dazu werden neben der theoretischen Vorstudie drei verschiedene Unternehmen des Bankenwesens untersucht. Qualitative Interviews mit den jeweiligen Betriebsr„ten dieser Unternehmen geben dabei einen Aufschluss ber die aktuelle Situation.

Die Informationsgesellschaft des 21. Jahrhunderts unterliegt einem ständigen Wandel, in der es für die Gesellschaft immer schwieriger wird mit modernen technischen Entwicklungen Schritt zu halten. Im Zeitalter der fortschreitenden Informationsgesellschaft wird es für ArbeitnehmerInnen immer bedeutender, aber teilweise auch schon gesellschaftlich vorausgesetzt, Tag und Nacht beziehungsweise 24 Stunden am Tag erreichbar zu sein. Die modernen Kommunikationstechniken des Web 2.0 sind dafür unerlässlich geworden. Damit einhergehend hat sich der Arbeitsalltag in den letzten Jahren verändert und dieser Trend wird sich in Zukunft mit Sicherheit noch verstärken. Die Auswirkungen auf das Berufs- und Familienleben, welche in zunehmenden Maße flexibler werden und in Folge zu einer Entgrenzung der Berufs- und Lebenswelt führen, sind dabei nicht außer Acht zu lassen und werden in dieser Arbeit näher beleuchtet. Darüber hinaus ist es wichtig, scheinbar positive Seiten, wie die Erweiterung der eigenen Autonomie, aber auch die negativen Seiten, wie etwa die leichtere Möglichkeit zur Kontrolle durch den Arbeitgeber mit Hilfe moderner Kommunikationsmittel aufzuzeigen. Ebenso ist es für viele Unternehmen mittlerweile undenkbar, aber auch wirtschaftlich unabdingbar geworden nicht in den sozialen Medien des Web 2.0 vertreten zu sein. Einerseits können Unternehmen mittels Plattformen wie Facebook, YouTube, Xing, etc. die gewünschte Zielgruppe durch Werbung treffsicher erreichen, was letztlich, wie auch in aktuellen Tagesthemen oft behandelt, immer wieder die Frage nach dem Schutz der Privatsphäre aufwirft. Andererseits könnten die eben genannten Web 2.0 Medien im Bereich der Human Ressourcen genutzt werden, um beispielsweise JobwerberInnen oder Unternehmen vorab gründlich zu durchleuchten, um dadurch zusätzliche Informationen zu sammeln.

Die vorliegende Arbeit behandelt das Thema der betrieblichen Kommunikation mit Fokus auf der erweiterten beruflichen Erreichbarkeit, die sich über klar abgrenzbare Arbeitszeiten hinaus auf andere Lebensbereiche erstreckt. Aus dieser Erreichbarkeit erwachsen neben Flexibilitätsmöglichkeiten, die zu einer verbesserten Vereinbarkeit von Arbeit und Privatleben führen können, auch Flexibilitätsanforderungen, die mit einer Entgrenzung der Erreichbarkeit einhergehen können. In der Arbeit wird ein Konzept entwickelt, das die Chancen der ausgedehnten beruflichen Erreichbarkeit fördert, ohne aber ihre Risiken zu verstärken. Dabei wird ein ganzheitlicher Ansatz verfolgt, der einerseits in der Entwicklung einer technischen Unterstützung zur Kommunikationssteuerung des Arbeitnehmers besteht und der andererseits an der betrieblichen Erreichbarkeitskultur ansetzt. Dazu wird der rechtliche Rahmen beleuchtet, gesetzlicher Anpassungsbedarf ermittelt und untersucht, welche bestehenden rechtlichen Instrumente genutzt werden können, um mithilfe des entwickelten Konzepts einen sozialverträglichen Umgang mit individueller Erreichbarkeit in der betrieblichen Praxis zu fördern.

Technology Differences over Space and Time looks at how countries use their productive resources—such as workers, skills, equipment and structures, and natural resources. Francesco Caselli develops methods to assess the efficiency with which productive inputs are used, and how these efficiencies vary across countries and over time. Caselli finds that richer countries use skilled workers relatively more efficiently than unskilled workers, and equipment and structures relatively more efficiently than natural resources. They also are relatively more efficient users of labor than of capital. Technological change tends to make countries particularly efficient at using skills and less efficient at using capital. Technical change also favors experienced workers. In order to interpret and understand these findings, Caselli presents a theory of technology choice. In this theory, firms pick technologies that make the most efficient use of the most abundant production factors when these factors are good substitutes for the less abundant factors. Firms pick technologies that make the most of less abundant factors when other suitable factors are not available for substitution. For example, rich countries, where skilled workers are abundant, use skilled workers efficiently, as these are good substitutes for unskilled workers. This flexible framework can be applied to other pairs of inputs, over time, and across countries. Technology Differences over Space and Time has significant implications not only for the theoretical understanding of development and technological innovation, but also for government formulation of industrial policy and multinationals making decisions about what to invest in and where to make those investments.
