In diesem Kontext habe ich mir die Frage gestellt, ob und welchen Mehrwert und aber auch welche Gefahren die Wehrpflicht für Frauen, für das israelische Militär, die Gesellschaft und die Soldatinnen darstellt. Zunächst möchte ich einen kurzen Einblick in die Geschichte Israels im Hinblick auf die Entstehung seiner Armee geben. Anschließend den Aufbau der Israel Defense Force erläutern, wobei ich besonderes Augenmerk auf die Position der Frauen richten werde. Darauf basierend werde ich mich mit den verschiedenen Positionen und der Akzeptanz des Militärs und der Wehrpflicht für Frauen in Israel beschäftigen, was an die Frage nach der Gleichberechtigung von Frauen im Militär und der israelischen Gesellschaft anschließt und stark mit dem Bild und der Symbolik der Frau als Soldatin in Verbindung steht. Die Frage, inwiefern Frauen überhaupt für den Militärdienst geeignet sind und das Thema sexueller Missbrauch und weibliche Kriegsopfer bilden einen letzten Gliederungspunkt. Abschließend werde ich die Bedeutung der Wehrpflicht für Frauen in Israel für die Soldatinnen, das Militär und die Gesellschaft zusammenfassend darstellen.

The development of EU enlargement has raised many thorny issues unanticipated by the framers of the EC Treaty. A significant upshot of these issues is that the concept of European identity – defined in terms of such factors as culture, history and economics – has supplanted the long-dominant theme of ‘widening and deepening,’ particularly since the Union’s expansion has become primarily eastward. The major contribution of this important book lies in its analysis of the conceptualization and perception of enlargement from various points of view, focusing on the concerns of stakeholders and the ‘identity’ conflicts and uncertainties incurred by enlargement initiatives. In the course of its presentation, it details the actual pre-accession Europeanization process and its complex history. Among the key elements discussed are the following: the conflict between ‘widening’ and ‘deepening’ and the effect on EU institutional reform; institutional requirements on candidate countries; pre-accession criteria and negotiations; administrative capacity, judicial capacity, and legal approximation in accession states; capacity of the EU to absorb new Member States; and EC law as part of European identity. Also covered are specific historical details of particular pre-accession negotiations (e.g., Greece, Spain, Portugal, Malta, and Cyprus), the still inconclusive negotiations with Turkey and the Western Balkan states, and political factors involved in the non-accession of Norway, Iceland and Switzerland. Assembling powerful evidence and applying incisive analysis, the author’s conclusion shows that, absent further (and major) EU institutional reform, it will be difficult for an enlarging Union to continue to ‘deliver the goods.’ A watershed in the continuing great debate on the fulfilment of the EC Treaty’s determination to foster and promote ‘an ever closer union of the peoples of Europe,’ this book will prove invaluable to anybody interested in the European integration project, particularly lawyers, academics, officials and policymakers in the EU Member States.

At the center of this pioneering work in modern European history is the German word Heimat—the homeland, the local place. Translations barely penetrate the meaning of the word, which has provided the emotional and ideological common ground for a variety of associations and individuals devoted to the cause of local preservation. Celia Applegate examines at both the national and regional levels the cultural meaning of Heimat and why it may be pivotal to the troubled and very timely question of German identity. The ideas and activities clustered around Heimat shed new light particularly on problems of modernization. Instead of viewing the Germans as a dangerously anti-modern people, Applegate argues that they used the cultivation of Heimat to ground an abstract nationalism in their attachment to familiar places and to reconcile the modern industrial and urban world with the rural landscapes and customs they admired. Primarily a characteristic of the middle classes, love of Heimat constituted an alternative vision of German unity to the familiar aggressive, militaristic one. The Heimat vision of Germany emphasized cultural diversity and defined German identity by its internal members rather than its external enemies. Applegate asks that we re-examine the continuities of German history from the perspective of the local places that made up Germany, rather than from that of prominent intellectuals or national policymakers. The local patriotism of Heimat activists emerges as an element of German culture that persisted across the great divides of 1918, 1933, and 1945. She also suggests that this attachment to a particular place is a feature of Europeans in general and is deserving of further attention.
