In Well-Being and Fair Distribution: Beyond Cost-Benefit Analysis, author Matthew D. Adler provides readers with a comprehensive, philosophically grounded argument for the use of social welfare functions as a framework for governmental policy analysis--a framework that is welfarist but not utilitarian, and sensitive to the distribution of human well-being. Well-Being and Fair Distribution addresses a range of relevant theoretical issues, including the nature of well-being and the possibility of interpersonal welfare comparisons; the moral value of equality, and how that bears on the form of the social welfare function; social choice under uncertainty; and the integration of individual responsibility into the social-welfare function approach. Adler also explores issues of implementation by looking at how survey data and other sources of evidence might be used to calibrate both a well-being metric and a social welfare function, and discussing whether distributive goals are ever best pursued through regulation rather than the tax system. Well-Being and Fair Distribution provides a rigorous and comprehensive defense of the “social welfare function” as a tool for evaluating governmental policies. In particular, it argues for a “prioritarian” social welfare function: one that gives greater weight to well-being changes affecting worse-off individuals. In doing so, the book draws on many literatures: in theoretical economics, applied economics, philosophy, and law. Topics addressed include the following: the nature of well-being and the possibility of interpersonal comparisons; the measurement of well-being via “utility” numbers; why a “prioritarian” social welfare function is more appealing than alternative forms (for example, a utilitarian, leximin, or “sufficientist” function); whether fair distribution should be conceptualized on a lifetime or sublifetime basis; and social choice under uncertainty. The book also compares the social welfare function to other, more familiar policy-evaluation methodologies -- traditional cost-benefit analysis, inequality metrics, poverty metrics, and cost-effectiveness analysis. Only the “social welfare function” provides a unified, implementable, and normatively plausible methodology that respects the most basic welfarist principles (such as the Pareto principle) and is sensitive to distributive considerations.

Happiness and the law the two concepts seem to have little to do with one another. To some people, they may even seem diametrically opposed. Yet, one of the things that laws strive to do is improve the quality of people s lives. John Bronsteen and his coauthors draw on new research on happiness from psychology, economics, and neuroscience to understand the law s effects on peoplewhether they make them happy or unhappyand how good the law is at predicting these effects. Happiness research has shown that people can adapt to some things but not to others; that people often err in predicting what will make them happy; and that money affects most people s happiness less than is assumed. Using such insights, the authors consider the effects of legal policies and regulations, criminal punishments, and civil lawsuits on how people experience their lives. The results are exciting and often counterintuitive. The findings of hedonic psychology indicate, for example, a need to rethink our current understandings of imprisonment and monetary fines. Is getting high immoral? In this book, Rob Lovering defends the claim that it is not. More specifically, he argues that recreational drug use (of which getting high is a token) is neither intrinsically, nor generally extrinsically, immoral. In other words, he contends that recreational drug use is neither immoral in and of itself nor generally immoral due to an immoral-making factor with which it may be contingently linked [e.g., harm]. Lovering does so by offering two arguments for recreational drug use’s ultima facie (all things considered) moral permissibility and critiquing twenty-four arguments for its immorality.
