This volume examines intelligence services since 1945 in their role as knowledge producers. Intelligence agencies are producers and providers of arcane information. However, little is known about the social, cultural and material dimensions of their knowledge production, processing and distribution. This volume starts from the assumption that during the Cold War, these core activities of information services underwent decisive changes, of which scientization and computerisation are essential. With a focus on the emerging alliances between intelligence agencies, science and (computer) technology, the chapters empirically explore these transformations and are characterised by innovative combinations of intelligence history with theoretical considerations from the history of science and technology and the history of knowledge. At the same time, the book challenges the bipolarity of Cold War history in general and of intelligence history in particular in favour of comparative and transnational perspectives. The focus is not only the Soviet Union and the United States, but also Poland, Turkey, the two German states and Brazil. This approach reveals surprising commonalities across systems: time and again, the expansion and use of intelligence knowledge came up against the limits that resulted from intelligence culture itself. The book enriches our global understanding of knowledge of the state and contributes to a historical framework for the past decade of debates about the societal consequences of intelligence data processing. This book will be of much interest to students of intelligence studies, science and technology studies, security studies and International Relations.

This book adopts a critical lens to look at the workings of Western intelligence and intelligence oversight over time and space. Largely confined to the sub-field of intelligence studies, scholarly engagements with intelligence oversight have typically downplayed the violence carried out by secretive agencies. These studies have often served to justify weak oversight structures and promoted only marginal adaptations of policy frameworks in the wake of intelligence scandals. The essays gathered in this volume challenge the prevailing doxa in the academic field, adopting a critical lens to look at the workings of intelligence oversight in Europe and North America. Through chapters spanning across multiple disciplines – political sociology, history, and law – the book aims to recast intelligence oversight as acting in symbiosis with the legitimisation of the state’s secret violence and the enactment of impunity, showing how intelligence actors practically navigate the legal and political constraints created by oversight frameworks and practices, for instance by developing transnational networks of interdependence. The book also explores inventive legal steps and human rights mechanisms aimed at bridging some of the most serious gaps in existing frameworks, drawing inspiration from recent policy developments in the international struggle against torture. This book will be of much interest to students of intelligence studies, sociology, security studies, and international relations.

Das Leben Theodor Poretschkins (1913–2006) spiegelt in beeindruckender Weise die Wendungen im Europa des 20. Jahrhunderts wider. 1913 als Sohn eines russischen Bankkaufmanns und einer deutschen Mutter in St. Petersburg geboren, floh er nach der Revolution mit Mutter sowie Schwesterin den Kaukasus und wanderte mit ihnen1922 ins Deutsche Reich aus. Dort diente er als Offizier in Reichswehr und Wehrmacht, bevor er sogar in die Generalität der Bundeswehr aufsteigen konnte. 1943 wurde er in die Abwehr versetzt, um dort den geheimen Funkmeldedienst, d.h. die Übermittlung der Informationen aus den Einsatzgebieten der V-Leute ins Reich, neu zu organisieren. Er war mit einigen Akteuren des 20. Juli 1944 privat wie dienstlich eng verbunden und entging der Verfolgung selbst nur durch die Fürsprache seines Vorgesetzten im Reichssicherheitshauptamt. Seine nun erstmals veröffentlichten Memoiren aus der Zeit bis 1945 ermöglichen es dem Leser, einzigartige Einblicke in die damaligen Entwicklungen zu gewinnen und werden dabei von den Autoren wissenschaftlich in den jeweiligen historischen Kontext eingeordnet.
