Der Welthunger-Index (WHI) 2017 ist der zwölfte in einer Reihe jährlicher Berichte, in denen die Hungersituation weltweit, nach Regionen, auf Länder- und auf nationaler Ebene mithilfe eines multidimensionalen Ansatzes dargestellt wird. Er zeigt, dass seit dem Jahr 2000 weltweit Fortschritte bei der Bekämpfung von Hunger gemacht wurden, die jedoch mit noch immer „ernsten“ oder „sehr ernsten“ Hungerwerten in 51 Ländern sowie einem „gravierenden“ Wert in einem Land ungleich verteilt sind. Der vorliegende Bericht beleuchtet die Ungleichheiten, die dem Hunger zugrunde liegen, etwa geografische Ungleichheit, Einkommensungleichheit und Ungleichheit zwischen den Geschlechtern sowie die Ungleichverteilung sozialer, politischer und ökonomischer Macht, in der jene verwurzelt sind.

Der Welthunger-Index (WHI) 2017 zeigt langfristige Fortschritte in der Reduzierung des Hungers in der Welt. Diese Fortschritte waren allerdings ungleich verteilt. Nach wie vor leiden Millionen von Menschen unter chronischem Hunger, und an vielen Orten herrschen akute Nahrungskrisen und gar Hungersnöte. Laut den WHI-Werten 2017 ist der Hunger weltweit gegenüber 2000 um 27 Prozent gesunken. In einem der 119 Länder, die im diesjährigen Bericht bewertet werden, ist die Situation als „gravierend“ einzustufen; sieben Länder entsprechen auf der WHI-Schweregradskala der Kategorie „sehr ernst“. Nur in 43 Ländern sind die Werte „niedrig“. 9 der 13 Länder, für die nicht ausreichend Daten vorliegen, um den WHI 2017 zu berechnen, geben nach wie vor Anlass zur Besorgnis. Dazu gehören Somalia, Südsudan und Syrien. Um die verschiedenen Dimensionen des Hungers zu erfassen, basiert der WHI auf vier Indikatoren: Unterernährung, Auszehrung bei Kindern, Wachstumsverzögerung bei Kindern und Kindersterblichkeit. Die erwähnte Verbesserung um 27 Prozent gibt die Fortschritte wieder, welche die Länder mit WHI-Werten laut aktueller Daten von 2012 bis 2016 in Bezug auf jeden dieser Indikatoren gemacht haben.

From an unpromising start as 'the basket-case' to present day plaudits for its human development achievements, Bangladesh plays an ideological role in the contemporary world order, offering proof that the neo-liberal development model works under the most testing conditions. How were such rapid gains possible in a context of chronically weak governance? The Aid Lab subjects this so-called 'Bangladesh paradox' to close scrutiny, evaluating public policies and their outcomes for poverty and development since Bangladesh's independence in 1971. Countering received wisdom that its gains owe to an early shift to market-oriented economic reform, it argues that a binding political settlement, a social contract to protect against the crises of subsistence and survival, united the elite, the masses, and their aid donors in the wake of the devastating famine of 1974. This laid resilient foundations for human development, fostering a focus on the poorest and most precarious, and in particular on the concerns of women. In chapters examining the environmental, political and socioeconomic crisis of the 1970s, the book shows how the lessons of the famine led to a robustly pro-poor growth and social policy agenda, empowering the Bangladeshi state and its non-governmental organizations to protect and enable its population to thrive in its engagements in the global economy. Now a middle-income country, Bangladesh's role as the world's laboratory for aided development has generated lessons well beyond its borders, and Bangladesh continues to carve a pioneering pathway through the risks of global economic integration and climate change.

First published in 1981. Professor Crowther traces the history of the workhouse system from the Poor Law Amendment Act of 1834 to the Local Government Act of 1929. At their outset the large residential institutions were seen by the Poor Law Commissioners as a cure for nearly all social ills. In fact these formidable, impersonal, prison-like buildings – housing all paupers under one roof – became institutionalised: places where routine came to be an end in itself. In the early twentieth century some of the workhouses became hospitals or homes for the old or handicapped but many continued to form a residual service for those who needed long-term care. Crowther pays attention not only to the administrators but also to the inmates and their daily life. She illustrates that the workhouse system was not simply a nineteenth-century phenomenon but a forerunner of many of today’s social institutions.
