First published in 1982, Policy Styles in Western Europe considers the growth of the modern state in the 1980s and examines the implications of this for the making and implementation of public policy decisions. It argues that the business of government was simply easier in the 1970s and that the growth of the modern state has meant an expansion of public policies, with the state widening in areas of societal activity. This book looks at the similarities and differences that exist among the countries of Western Europe. Whilst it is increasingly clear that most policy problems arise from areas of concern common to all Western democracies, for example, unemployment, inflation and crime, this book focuses on whether or not individual countries exhibit characteristic policy styles in response to them. In this volume, the country-studies consider the main characteristics of the individual policy processes in relation to a simple typology of political styles. Each author considers a series of central questions: the relationship between the government and other actors in the policy process; the degree to which policy-making has become sectorised and segmented; and the broad approach to problem solving in terms of anticipatory or reactive styles.

What are the consequences of globalization for the structure of political conflicts in Western Europe? How are political conflicts organized and articulated in the twenty-first century? This book sets out to answer these questions by analyzing the results of a study of national and European electoral campaigns, protest events and public debates in six West European countries. While the mobilization of the losers in the processes of globalization by new right populist parties is seen to be the driving force of the restructuring of West European politics, the book goes beyond party politics. In recent years, Romanians have become the second largest migrant group in Western Europe. Following the liberalization of border controls and the massive economic and political changes in Eastern Europe, human mobility has increased and is becoming a permanent feature of post-Cold War Europe. The arrival of many Eastern Europeans, with Romanians being the largest migrant group, has produced public concerns on immigration in some West European countries. This is particularly the case in Italy, where Romanian irregular migrants are often stigmatized as poor troublemakers by authorities and the mass media. This book challenges such commonly-held assumptions that artificially divide migrants into categories of wished and unwished immigrants—winners and losers of international migration. This book compares two migrant groups. The first is composed of ethnic Germans who migrated legally from Timisoara, Romania, to Nuremberg, Germany. The second is made up of those who migrated irregularly from Borsa, Romania, to Milan, Italy. The analysis highlights a paradoxical situation. Irregular Romanian migrants in Milan had fewer rights and opportunities, yet through migration they gained prestige and came to enjoy a sense of success. Alternately, the Germans who had migrated to Nuremberg, who received more rights and opportunities, perceived that they had suffered a loss of social prestige. The focus on migrants’ social status employed in the book seeks to clarify this puzzle and provide an analytical framework for researching the linkages between the migration and incorporation of Romanians—who are today European citizens—and European states’ migration policies and migrant transnationalism.

Mock funerals, effigy parading, smearing with eggs and tomatoes, pot-banging and Carnival street theatre, arson and ransacking: all these seemingly archaic forms of action have been regular features of modern European protest, from the 19th to the 21st century. In a wide chronological and geographical framework, this book analyses the uses, meanings, functions and reactivations of folk imagery, behaviour and language in modern collective action. The authors examine the role of protest actors as diverse as peasants, liberal movements, nationalist and separatist parties, anarchists, workers, students, right-wing activists and the global justice movement. So-called traditional repertoires have long been described as residual and obsolete. This book challenges the conventional distinction between pre-industrial and post-1789 forms of collective action, which continues to operate as a powerful dichotomy in the understanding of protest, and casts new light on rituals and symbolic performances that, albeit poorly understood and deciphered, are integral to our protest repertoire.
