This unconventional book addresses the imbalance of power between countries that give and receive funds for international financial development, with particular attention to the outcomes and impacts of this imbalance on recipient countries. It provides an in-depth analysis of the perceptions that population segments of recipient countries have of the power plays inherent in giving and receiving financial assistance, delving deep into the factors that affect these perceptions to examine how and why developed countries wield power over countries receiving financial assistance. While the text focuses primarily on African countries, it also addresses the broader power imbalance between developed countries in the global north and developing countries in the global south. It also examines perceptions of development assistance and power imbalance between the global south in general and the BRICS countries which provide assistance to the global south in particular. This book is an ideal tool for those studying the socioeconomic impacts of international financial assistance to developing countries.

Since the inception of Western development assistance, significant changes in the makeup of donors, recipients, development goals, and strategies have taken place. However, major donor institutions have not yet weighed the impact of these changes on their operations and objectives in anticipation of the future global environment. Discussing trends that will profoundly affect development assistance strategy, the authors raise such questions as: Will the demand for Western technical assistance drop sharply over the next decade? Was the Latin American debt crisis precipitated by the loan practices of international commercial banks? Should aid to Africa be shifted from investment in rural desert areas to investment in urban planning and infrastructure? Also examined are such concerns as the outside management of agricultural research; the U.S. focus on purchasing political allegiance with its aid programs, thus creating dependent nations; the threat to East Asian economic growth posed by the micro-electronics revolution; and the growing conflict between western aid and trade objectives. The authors' purpose is not to provide definitive prescriptions for future development programs, but rather to focus the attention of policymakers on important, but often neglected, issues.

One of the most important and controversial challenges feeing the international financial and trading system is the need for developing countries to meet their high and rapidly growing external debt obligations and foreign exchange requirements. Developing countries have suffered major shocks in the form of global recession, high real interest rates, weakened terms of trade, and rising protectionism against their exports. The International Monetary Fund, the World Bank, Western central banks, and private financial institutions are seeking to avoid a collapse of the international financial system, and developing countries are seeking to grow through increased trade and access to external financing. Yet the fragility of current international trade and monetary systems seriously threatens the achievement of both sets of objectives. Professor Loxley integrates the structural adjustment experience of Third World countries with the policies, practices, and relationships of external financial agents in his discussion of options for reforming policy and of the limitations inherent in implementing these reforms.

This edited book provides a contemporary, critical and thought-provoking analysis of the internal and external threats to Western multilateral development finance in the twenty-first century. It draws on the expertise of scholars with a range of backgrounds providing a critical exploration of the neoliberal multilateral development aid. The contributions focus on how Western institutions have historically dominated development aid, and juxtapose this hegemony with the recent challenges from right-wing populist and the Beijing Consensus ideologies and practices. This book argues that the rise of right-wing populism has brought internal challenges to traditional powers within the multilateral development system. External challenges arise from the influence of China and regional development banks by providing alternatives to established Western dominated aid sources and architecture. From this vantagepoint, Rethinking Multilateralism in Foreign Aid puts forward new ideas for addressing the current global social, political and economic challenges concerning multilateral development aid. This book will be of interest to researchers, academics and students in the field of International Development and Global Governance, decision-makers at government level as well as to those working in international aid institutions, regional and bilateral aid agencies, and non-governmental organisations.

From one of the world’s best-known development economists—an excoriating attack on the tragic hubris of the West’s efforts to improve the lot of the so-called developing world. "Brilliant at diagnosing the failings of Western intervention in the Third World." —BusinessWeek In his previous book, The Elusive Quest for Growth, William Easterly criticized the utter ineffectiveness of Western organizations to mitigate global poverty, and he was promptly fired by his then-employer, the World Bank. The White Man’s Burden is his widely anticipated counterpunch—a brilliant and blistering indictment of the West’s economic policies for the world’s poor. Sometimes angry, sometimes irreverent, but always clear-eyed and rigorous, Easterly argues that we in the West need to face our own history of ineptitude and draw the proper conclusions, especially at a time when the question of our ability to transplant Western institutions has become one of the most pressing issues we face.

The new growth patterns and shifting wealth in the world economy fundamentally alter the basis for Western aid. This book demonstrates how Western development aid has been transformed over time, in particular in the 1990s, when the West enjoyed world hegemony. Western aid, once a helping hand to other countries' development strategies, has increasingly been seen as a tool for large-scale attempts to transform states, societies and minds according to Western models. The authors claim that this has made aid more complex and less useful to poor countries in their fight against poverty. Emerging economies, such as China, have demonstrated that other paths to growth and poverty alleviation are available. They are attractive partners in development, offering collaboration without paternalism. Most poor countries experience growth, and are able to finance development with homegrown resources or in collaboration with non-Western partners. Having other options, they may increasingly challenge and reject Western aid if it is accompanied with goals of transforming the recipients based on Western blueprints. The authors claim that aid has a role in the fight against poverty in the future, but only if Western donors are willing to adapt to the new world order, leave paternalism behind and rethink their role in development. Donors must change the way they relate to poor sovereign states, redefine the meaning of 'development', and reinvent aid to make it simpler and more manageable.

The rise of fundamentalist movements in major religions has forced decision-makers, development organizations and academics to turn their attention to its meaning for development. Global scholars and practitioners examine these issues and fundamentally question the secular-religious dichotomy in development discourse and practice.
