This book shows how political inaction has shaped the politics, economy and society we recognize today, despite the fact that policymakers are incentivised to act and to be seen to act decisively. Politicians make decisions which affect our lives every day but in our combative Westminster system, are usually only held to account for those which change something. But what about decisions to do nothing? What about policy which is discarded in favour of an alternative? What about opposition for naked political advantage? This book argues that not only is policy inaction an overlooked part of British politics but also that it is just as important as active policy and can have just as significant an impact on society. Addressing the topic for perhaps the first time, it offers a provocative analysis of ‘do nothing’ politics. It shows why politicians are rarely incentivized to do nothing, preferring hyperactivity. It explores the philosophical and structural drivers of inaction when it happens and highlights the contradictions in behavior. Lebanon hosts the highest number of refugees per capita worldwide and is central to European policies of outsourcing migration management. Hybrid Political Order and the Politics of Uncertainty is the first book to critically and comprehensively explore the parallels between the country’s engagement with the recent Syrian refugee influx and the more protracted Palestinian presence. Drawing on fieldwork, qualitative case-studies, and critical policy analysis, it questions the dominant idea that the haphazardness, inconsistency, and fragmentation of refugee governance are only the result of forced displacement or host state fragility and the related capacity problems. It demonstrates that the endemic ambiguity that determines refugee governance also results from a lack of political will to create coherent and comprehensive rules of engagement to address refugee ‘crises.’ Building on emerging literatures in the fields of critical refugee studies, hybrid governance, and ignorance studies, it proposes an innovative conceptual framework to capture the spatial, temporal, and procedural dimensions of the uncertainty that refugees face and to tease out the strategic components of the reproduction and extension of such informality, liminality, and exceptionalism. In developing the notion of a ‘politics of uncertainty,’ ambiguity is explored as a component of a governmentality that enables the control, exploitation, and expulsion of refugees. This book illustrates the cyclical pattern in the kinds of dilemmas that confront political leaders and, in particular, disjunctive political leaders affiliated with vulnerable political regimes. The volume covers three major episodes in disjunction: the interwar crisis between 1923 and 1940, afflicting Stanley Baldwin, Ramsay MacDonald and Neville Chamberlain; the collapse of Keynesian welfarism between 1970 and 1979, dealt with by Edward Heath, Harold Wilson and James Callaghan; and the ongoing crisis of neoliberalism beginning in 2008, affecting Gordon Brown, David Cameron and Theresa May. Based on this series of case studies of disjunctive prime ministers, the authors conclude that effective disjunctive leadership is premised on judicious use of the prime ministerial toolkit in terms of deciding whether, when and where to act, effective diagnostic and choice framing, and the ability to manage both crises and regimes.
