An original contribution to international ethics and humanitarian intervention, Westphalia From Below draws on history and IR theory to offer a fresh analysis of an insufficiently understood subject. This new history of the lead-up to 1648 exposes the mythical and problematic nature of the Peace of Westphalia and its implications for international politics, questioning the impoverished visions of this landmark treaty that influence IR theory and humanitarian protection to this day. IR is infused with perspectives from the humanities based on reconstructions of the mentalities of the Thirty Years' War. Scholars tell us that the Westphalia settlement instituted an absolutist understanding of sovereignty as a right and a strict principle of non-intervention, which was only later displaced by the 'radical innovation' of humanitarian intervention--but Thomas Peak exposes this myth as a fabrication that cannot sustainably be upheld as a normative precept. He shows from the ground up that, in fact, Westphalia established an order grounded in human dignity, in which sovereignty and intervention were not opposed. This true legacy of Westphalia has important and valuable connections with recent conceptions of international politics, particularly the legitimacy of intervention on humanitarian grounds. Peak's study is as relevant as it is refreshing.

In 1999 various NATO powers bombed Belgrade and thus compelled Serbia to quit its Kosovan province to the delight of the KLA 'terrorist' group. Carried out without the approval of the UN Security Council, it marked a high-water mark in humanitarian interventionism. And it led some practitioners and many academics to conclude that the norms of the Westphalian system for conducting relations among sovereign states were under challenge as never before. But in this booklet it is argued that Westphalian norms are now back in fashion, as the enthusiasm for uninvited humanitarian intervention, with its echoes of 'high-minded imperialism', symbolised by Tony Blair's famous Chicago speech, no longer finds much favour - particularly so in the White House, where Barack Obama looks set on steering a markedly traditional, cautious and even conservative course.

At a time when policies are increasingly against it, international migration has become the subject of great public and academic attention. This book departs from the dominant approach of studying international migration at macro level, and from the perspective of destination countries. The contributors here seek to do more than 'scratch the surface' of the migration process, by foregrounding the voices and views of Ethiopian youth-potential migrants and returnees-and of their sending communities. The volume focuses on the perspective and agency of these young people, both potential migrants and returnees, to better understand migration decision-making, experiences and outcomes. It brings together rarely documented cases of young men and women from several communities across Ethiopia, migrating to the Gulf and South Africa. Explaining the agency of local actors-prospective migrants, brokers and sending families-Youth on the Move illuminates the pervasive, persistent failure of state attempts to regulate migration. Moreover, it examines the financing of migration and the sharing of remittances, within a culturally situated moral economy. While accounts centered on economics and political violence are important, the contributors demonstrate compellingly that these factors alone cannot provide a full understanding of migration's complexity, nor of its social realities.
