The demand for more valid and useful educational indicators has grown significantly as national, state, and local agencies have moved to improve the quality of elementary and secondary education. At the national level, there is a growing need for more systematic information about student performance in mathematics and science, about the content of courses taught, and about the quality of mathematics and science teachers. At the state and local levels, increased academic standards have led to a need for more sophisticated measures of the processes and outcomes of schooling. No comprehensive indicator system is available to measure the status of mathematics and science education in the United States. This report addresses the question of the National Science Foundation's role in monitoring mathematics and science education. The report identifies several options for developing a system of education indicators, i.e., measures that report the condition of particularly significant features of mathematics and science education, and then assesses each option in terms of its usefulness, feasibility, and compatibility with other national and state efforts to monitor educational performance. The chapters in this book were prepared during the second phase of a study conducted by the Organisation for Economic Cooperation and Development to develop a set of International Indicators of Education Systems (INES). They were among the many studies presented at the General Assembly of the INES Project in Lugano (Switzerland), September 16-18, 1991. Taken together, these papers present what is currently known about the organization, development, measurement, and uses of international education indicators. Attention is given to the political contexts within which education indicators are used for informing policy-makers. The 18 chapters deal mainly with conceptual and analytical issues in the organization of education indicators. They are grouped thematically into four parts. Part I, "History and Definition of Indicators," presents a framework for the other contributions. Part II, "Development of Indicators," discusses issues in the development and implementation of different types of indicators. Part III, "Indicators of Outcomes of Education," is concerned with indicators of learning, student achievement, and other educational outcomes, such as labor market destinations. The five chapters in Part IV, "Interpreting Indicators for Policy," focus on the uses and abuses of reporting and interpreting international education indicators. Each chapter contains references. Building Educational Equity Indicator Systems: A Guidebook for States and School Districts, provides information to help state and school district leaders develop ways of tracking educational equity within their preK â€" 12 systems. The guidebook expands on the indicators of educational equity identified in the 2019 National Academies report, Monitoring Educational Equity, showing education leaders how they can measure educational equity within their states and school districts. The final report of the congressionally-mandated Special Study Panel on Education Indicators (SSPEI) that was transmitted to Congress as required by the Hawkins-Stafford Education Amendments of 1988 is presented. This report is divided into two sections. Part I--"Education Counts"--presents the SSPEI's overall conception of how an indicator information system should be developed; provides recommendations for improvements in Federal data collection and reporting in six major issue areas; and includes information of direct interest to general readers, educators, policymakers, and business leaders. Part II--"An Indicator System To Monitor the Nation's Educational Health"--presents more detailed information about the six issues. It is designed to provide analysts and researchers with more substantive guidance on the six issues, identify existing data sources, and cite gaps in currently available data. The six issues relate to the six national education goals proposed by the President and governors in 1989 concerning: readiness for school; high school completion; student achievement and citizenship; science and mathematics; adult literacy and lifelong learning; and safe, disciplined, and drug-free schools. It is concluded that: a comprehensive data, information, and research system is needed to guide education policymakers' decisions; statistical indicators are powerful tools for identifying problems and galvanizing public support to address them, but a limited set of indicators can be misleading; and the information system for developing education indicators should be organized around learner outcomes, quality of educational institutions, readiness for school, societal support for learning, education and economic productivity, and equity among other factors.
