This paper provides a review of the contradictions and conflicts in the literature on economic governance and sketches an approach to use some of the conceptual and empirical findings from that literature for development policy. The literature offers conflicting conclusions on big questions: whether history and geography preordain a country's economic fate, whether democracy or authoritarianism promotes growth; whether informal or formal mechanisms are best; whether "big bang" or gradual transitions promote growth; and whether disasters and demographics are stumbling blocks or stepping stones. The author finds recipes for success that are infeasible, contradictory and shifting, and that ignore the role of luck in development policy. While the researcher may ask, "What creates success on average across countries?" the policymaker needs to know, "What is going wrong in this country and how can we put it right?" The author suggests a preliminary approach to combine the practitioner's detailed knowledge of country conditions with the broader patterns uncovered by scholars, building on "growth diagnostics" that identify binding constraints to development. But he shifts from the sequential "decision tree" framework to a more directly "diagnostic" approach that recognizes that policymakers must deal with many factors simultaneously. The framework he suggests combines empirical information on potential causes, estimates of their probabilities, and observed effects. He proposes this framework as the foundation, not for another recipe, but for a broader mode of thought to tackle the complexity and variance in development processes and patterns across countries and time-one country at a time.

The World Bank is a major provider of development funding, analysis and advice. The Bank is not perfect, however, and the context in which it operates continues to change. As a major shareholder and contributor to the World Bank, the UK has a distinct leadership role. The UK should articulate and pursue a vision for reform of the Bank. The Department for International Development's (DFID) and the Bank both have core objectives of poverty reduction. There is an increased responsibility on DFID to ensure that the Bank is organisationally effective and achieving a level of development impact that justifies the UK contributions. More consistent and transparent use of impact assessments by the World Bank across all of its lending is the single most important change in Bank practice that DFID should be pursuing. There should be more representation of developing countries in World Bank decision-making. Selection of the President of the World Bank, should be transparent and on merit, rather than in the gift of the United States. Other recommendations cover: women's empowerment; DFID staffing in relation to the Bank; and climate change. This last is an acute challenge for developing countries. As a development leader, the Bank should use its substantial resources and leverage to support viable renewable energy sources. But the urgency of climate change does not lessen the blight of poverty and the Bank's primary focus must remain on poverty reduction and development.

This book is an argument about the moral foundations of foreign policy. It argues that a liberal state can insist upon the universal reach of liberal ideas, while still distinguishing between what is owed to citizens and what is owed to foreign citizens. This liberalism includes a concern for liberal toleration, which is intended to defend the proposition that a liberal state can work for democratization and liberalism abroad, without being intolerant or illiberal in doing so. What constraints there are on foreign policy emerge not from the need to tolerate undemocratic regimes, but from the prudential reason that there are few effective and proportional means by which such regimes might be liberalized. It also argues that international inequality is wrong only when and to the extent this inequality can be shown to undermine the democratic self-rule of a society. Global poverty and underdevelopment is wrong for reasons quite unlike the reasons given to condemn domestic inequality. These facts are combined to give an attractive and coherent picture of how the foreign policy of a liberal state might be morally evaluated.
