What are the effects of deliberation about political issues? This essay reports the results of a kind of Deliberation Day, involving sixty-three citizens in Colorado. Groups from Boulder, a predominantly liberal city, met and discussed global warming, affirmative action, and civil unions for same-sex couples; groups from Colorado Springs, a predominately conservative city, met to discuss the same issues. The major effect of deliberation was to make group members more extreme than they were when they started to talk. Liberals became more liberal on all three issues; conservatives became more conservative. As a result, the division between the citizens of Boulder and the citizens of Colorado Springs were significantly increased as a result of intragroup deliberation. Deliberation also increased consensus, and dampened diversity, within the groups. Implications are explored for the uses and structure of deliberation in general.

My paper deals with two subject areas - deliberative democracy theory and election law - that have had surprisingly little contact with another. My paper tries to remedy this lacuna by looking at how the two fields intersect and can contribute to the understanding of one another. In particular, I look in detail at a particularly prominent proposal by two political theorists, Bruce Ackerman and James Fishkin's Deliberation Day, and how the aims of that proposal might be frustrated by the present structure of American election law. I argue that because they fail to take into account certain structural features of how America conducts its election, Ackerman and Fishkin's plan may have the effect of reducing the amount of good political deliberation, rather than increasing it. My paper concludes by suggesting that instead of Ackerman and Fishkin's faith in bottom-up citizen deliberation, we might do better to introduce certain top-down structural changes in election law in order to make deliberation more democratic.

Democracy requires a connection to the 'will of the people'. It can apply at all levels of government and for many different kinds of policy choices. This volume speaks to a recurring dilemma: listen to the people and get the angry voices of populism or rely on widely distrusted elites and get policies that seem out of touch with the public's concerns. Instead, there are methods for getting a representative and thoughtful public voice that is really worth listening to. Democracy is under siege in most countries, where democratic institutions have low approval and face a resurgent threat from authoritarian regimes. Deliberative democracy can provide an antidote and can reinvigorate our democratic politics. This book draws on the author's research with many collaborators on 'Deliberative Polling'-a process conducted in 27 countries on six continents. It contributes both to political theory and to the empirical study of public opinion and participation. It should interest anyone concerned about the future of democracy and how it can be revitalized.

Would ordinary citizens benefit if public decisions were increasingly based on an inclusive and fair exchange of reasons rather than mere voting or choices in the market? Debates amongst deliberative democrats often proceed as though this process of public reasoning is precisely what the democratic ideals of freedom and equality require. Less attention has been paid to whether an inclusive and fair exchange of reasons is possible in any realistic modern setting, and what the effects would be of trying to move democratic institutions in a deliberative direction. To examine these effects, the contributors to this collection of essays bring together a number of analyses of the practical implications of expanding deliberative processes. Some consider the prevailing epistemic conditions in modern societies and their likely effects on deliberative reasoning. Others discuss the politics of these societies, and especially the likely effects of existing political divisions on democratic deliberation. Lastly, the question of what we might hope to see and what we might hope to avoid from political argument is addressed. Considered together, these three foci should equip readers to decide whether deliberative democracy is feasible and, if so, if it is desirable.This book was published as a special issue of Critical Review.
