Kent Greenawalt's From the Bottom Up constitutes a collection of articles and essays written over the last five decades of his career. They cover a wide range of topics, many of which address ties between political and moral philosophy and what the law does and should provide. A broad general theme is that in all these domains, what really is the wisest approach to difficult circumstances often depends on the particular issues involved and their context. Both judges and scholars too often rely on abstract general formulations to provide answers. A notable example in political philosophy was the suggestion of the great and careful scholar, John Rawls, that laws should be based exclusively on public reason. The essays explain that given uncertainty of what people perceive as the line between public reason and their religion convictions, the inability of public reason to resolve some difficulty questions, such as what we owe to higher animals, and the feeling of many that their religious understanding should count, urging exclusive reliance on public reason is not a viable approach. Other essays show similar problems with asserted bases for legal interpretations and the content of provisions such as the First Amendment.

An economist's perspective on the nuts and bolts of economic policymaking, based on his experience as the Chief Economic Adviser in India. In December 2009, the economist Kaushik Basu left the rarefied world of academic research for the nuts and bolts of policymaking. Appointed by the then Prime Minister of India, Manmohan Singh, to be chief economic adviser (CEA) to the Government of India, Basu—a theorist, with special interest in development economics, and a professor of economics at Cornell University—discovered the complexity of applying economic models to the real world. Effective policymaking, Basu learned, integrates technical knowledge with political awareness. In this book, Basu describes the art of economic policymaking, viewed through the lens of his two and a half years as CEA. Basu writes from a unique perspective—neither that of the career bureaucrat nor that of the traditional researcher. Plunged into the deal-making, non-hypothetical world of policymaking, Basu suffers from a kind of culture shock and views himself at first as an anthropologist or scientist, gathering observations of unfamiliar phenomena. Building on philosophers from Plato through Aquinas to John Finnis, Alfonso Gómez-Lobo links morality to the protection of basic human goods — life, family, friendship, work and play, the experience of beauty, knowledge, and integrity — elements essential to a flourishing, happy human life. Gómez-Lobo begins with a discussion of Plato's Crito as an introduction to the practice of moral philosophy, showing that it requires that its participants treat each other as equals and offer rational arguments to persuade each other. He then puts forth a general principle for practical rationality: one should pursue what is good and avoid what is bad. The human goods form the basis for moral norms that provide a standard by which actions can be evaluated: do they support or harm the human goods? He argues that moral norms should be understood as a system of rules whose rationale is the protection and enhancement of human goods. A moral norm that does not enjoin the preservation or enhancement of a specific good is unjustifiable. Shifting to a case study approach, Gómez-Lobo applies these principles to a discussion of abortion and euthanasia. The book ends with a brief treatment of rival positions, including utilitarianism and libertarianism, and of conscience as our ultimate moral guide. Written as an introductory text for students of ethics and natural law, Morality and the Human Goods makes arguments consistent with Catholic teaching but is not based on theological considerations. The work falls squarely within the field of philosophical ethics and will be of interest to readers of any background.

In African-Centred Management Education, Professor Abdulai looks critically at the failings of management education in Africa and how that has impacted growth and development efforts, especially at this critical stage in the continent’s positive growth and development trajectory. He concludes that Africa’s current positive economic growth cannot be sustained without a significant contribution from its human capital. He adds that, the outstanding economic record of Asian economies in recent decades dramatically illustrates how important human capital is to growth. These countries lacking natural resources and importing practically all their energy requirements have grown rapidly by relying on a well-trained, educated and conscientious workforce. Professor Abdulai believes that Africa, too, can sustain its current growth and development by effectively combining its abundant natural resources with its human capital to attain its economic development, but this will require an African cadre of well-trained managers at the helm of both private and public sector institutions. For this to become a reality, management education in Africa will have to play a significant role, but the author argues that it cannot be effective by continually mimicking the West in the programmes it delivers. It must come up with innovative and relevant pedagogy that will address the special challenges that the continent faces and deliver an African-centred management education. As well as pointing to the failures of management education in Africa, Abdulai offers suggestions as to how to make management education really contribute to the education of Africans, in order to sustain current and future development.
