People tend to enjoy listening to music or watching television, sleeping at night and celebrating birthdays. Plants tend to grow and thrive in sunlight and mild temperatures. We also know that tendencies are not perfectly regular and that there are patterns in the natural world, which are reliable to a degree, but not absolute. What should we make of a world where things tend to be one way but could be another? Is there a position between necessity and possibility? If there is, what are the implications for science, knowledge and ethics? This book explores these questions and is the first full-length treatment of the philosophy of tendencies. Anjum and Mumford argue that although the philosophical language of tendencies has been around since Aristotle, there has not been any serious commitment to the irreducible modality that they involve. They also argue that the acceptance of an irreducible and sui generis tendential modality ought to be the fundamental commitment of any genuine realism about dispositions or powers. It is the dispositional modality that makes dispositions authentically disposition-like. Armed with this theory the authors apply it to a variety of key philosophical topics such as chance, causation, epistemology and free will.

Conservatives and progressives rarely agree on much—but one thing many agree upon is that it’s not OK to be a moderate. This book shows they are wrong. In Why It’s OK to be a Moderate, Marcus Arvan shows how many of history’s worst evils have resulted from far-right and far-left radicalism, how escalating conflicts between conservatives and progressives are undermining democracy, and how many widely hailed social and political achievements have been achieved by moderates and radicals working in constructive tension with each other. Using philosophy, science, and historical analysis, Arvan shows that critics of moderates tend to equate them with spineless centrists, but that most moderates aren’t centrists, falling into diverse categories across the political spectrum. Under current proposals the Maritime & Coastguard Agency plans to close ten of the existing 14 Maritime Rescue Coordination Centres and to leave three that remain open on a 24-hour basis and five that will operate in "daylight" hours only. The Transport Committee found little support for the measures and has no confidence that, under these proposals, the Coastguard will in future be able to respond to emergencies at sea as well as they do now, let alone in a more effective way. The Committee is not convinced by the Government's claim that technology can, at present, replace local knowledge. Serious concerns were raised that the safety of people at sea, on cliffs and beaches will be jeopardised if the proposals proceed in their current form. Ministers must issue revised proposals for further consultation. The Committee also strongly condemns the Government's cost-cutting decision to withdraw funding for the four Emergency Towing Vessels (ETVs) stationed around the UK coast - large tugs that intercept disabled ships to prevent environmental pollution disasters. The Transport Committee also criticises proposals to completely remove government funding for the Maritime Incident Response group (MIRG), a national fire-fighting-at-sea capability. Ministers should instead adopt a slimmed-down MIRG which is more cost-effective than the present arrangement. Lastly, the Committee records its disappointment that Mike Penning MP, Minister for Shipping, instructed regular coastguards not to give oral evidence to the committee on the basis that they were junior civil servants.

Henry O. Pollak Chairman of the International Program Committee Bell Laboratories Murray Hill, New Jersey, USA The Fourth International Congress on Mathematics Education was held in Berkeley, California, USA, August 10-16, 1980. Previous Congresses were held in Lyons in 1969, Exeter in 1972, and Karlsruhe in 1976. Attendance at Berkeley was about 1800 full and 500 associate members from about 90 countries; at least half of these come from outside of North America. About 450 persons participated in the program either as speakers or as presiders; approximately 40 percent of these came from the U.S. or Canada. There were four plenary addresses; they were delivered by Hans Freudenthal on major problems of mathematics education, Hermina Sinclair on the relationship between the learning of language and of mathematics, Seymour Papert on the computer as carrier of mathematical culture, and Hua Loo-Keng on popularising and applying mathematical methods. Gearge Polya was the honorary president of the Congress; illness prevented his planned attendence but he sent a brief presentation entitled, "Mathematics Improves the Mind". There was a full program of speakers, panelists, debates, miniconferences, and meetings of working and study groups. In addition, 18 major projects from around the world were invited to make presentations, and various groups representing special areas of concern had the opportunity to meet and to plan their future activities.
