The Enduring Legacies of the Global Financial Crisis in East Asia challenges the assumption that the global financial crisis had a limited structural impact on East Asian political economies, arguing that the crisis has led to a significant, if uneven, reorganization of major national political economies within the region where, in response to the crisis, states have promoted domestic processes of financialization as a means of stimulating their economies. The major East Asian economies, bar Japan, enjoyed strong recoveries from the 2008–2009 financial crisis. However, this success has been achieved by promoting domestic processes of financialization to maintain demand – more precisely, the rapid build-up of household debt (Malaysia, Korea, Taiwan, China) and asset price bubbles (China, Japan). In short, East Asia has employed precisely those practices that the global financial crisis itself illustrated the unsustainability of, to maintain growth. Using a post-Keynesian framework, the book argues that the dependency on these forms of financialization to support demand is a direct product of a failure to address the issue of inequality. High levels of inequality slow the growth of non-debt-based domestic consumption. An alternative approach to supporting demand in the post-crisis period would need to focus on progressive redistribution through strengthening of labour rights and systems of social support, which would directly challenge the interests of economic and political elites. The structural vulnerabilities that accelerated financialization is creating in East Asia demonstrate the necessity of a post-Keynesian growth strategy based on redistribution and curbing financialization. The book also argues that in certain Northeast Asian economies the crisis has led to a consolidation of systems of industrial activism/state control, which could have occurred without accelerated financialization, and vice versa. This book will be of great interest to students and scholars of political economy and Asian studies.

The Asian economic crisis of 1997 spawned a vast analytical literature and a reconsideration of the international financial architecture. This article seeks a broader perspective on these issues by comparing the causes of the debt crisis of 1982 with those of the Asian crisis. These two crises are the most significant of the last fifty years. Their joint analysis reveals seven enduring lessons of international financial reform that need to be incorporated in any revisions to the international financial system. The debt crisis that erupted in August 1982 was the most damaging and far reaching financial crisis of the late 20th century. It spawned a voluminous literature. Of late we have had crises in Mexico in 1994, East Asia in 1997, Russia in 1998 and Brazil in early 1999. These more recent crises have served to supersede the debt crisis in the public imagination to the extent that that we hear nonsense such as the repeated descriptions of the Asian crisis as “the most severe crisis of the last fifty years”. This article seeks to re-examine the debt crisis in light of our more recent experiences of financial crises. “Those who cannot remember the past are condemned to repeat it.” and mistakes in the finance of developing countries cost the lives of thousands and sacrifice the futures of millions. The methodology of this article is to compare the causes of, and lessons from, the debt crisis with the causes of, and lessons from, the Asian crisis with reference, as appropriate, to the Mexican, Russian and Brazilian experiences. There are certain similarities among each of these four financial crises of the 1990s. The debt crisis of the 1980s was in many ways quite a different type of crisis. The goal of this article is to identify the lessons that have held good throughout the last thirty years of international financial history and across these two different types of crisis. These, it is postulated, will be the lessons most likely to be of relevance in these early years of the next century as we seek to improve the architecture of the international financial system.

The global economy has experienced four waves of rapid debt accumulation over the past 50 years. The first three debt waves ended with financial crises in many emerging market and developing economies. During the current wave, which started in 2010, the increase in debt in these economies has already been larger, faster, and broader-based than in the previous three waves. Current low interest rates mitigate some of the risks associated with high debt. However, emerging market and developing economies are also confronted by weak growth prospects, mounting vulnerabilities, and elevated global risks. A menu of policy options is available to reduce the likelihood that the current debt wave will end in crisis and, if crises do take place, will alleviate their impact.

Over the last twenty years, business responses to progressive reform in Latin America have shifted dramatically. Until the 1990s, progressive movements in Latin America suffered violent repression sanctioned by the private sector and other socio-political elites. The powerful case studies in this volume show how business responses to reform have become more open-ended as Latin America's democracies have deepened, with repression tempered by the economic uncertainties of globalization, the political and legal constraints of democracy, and shifting cultural understandings of poverty and race. Enduring Reform presents five case studies from Mexico, Brazil, and Argentina in which marginalized groups have successfully forged new cultural and economic spaces and won greater autonomy and political voice. Bringing together NGO's, local institutions, social movements, and governments, these initiatives have developed new mechanisms to work 'within the system,' while also challenging the system's logic and constraints. Through firsthand interviews, the contributors capture local businesspeople's understandings of these progressive initiatives and record how they grapple with changes they may not always welcome, but must endure. Among their criteria, the contributors evaluate the degree to which businesspeople recognize and engage with reform movements and how they frame electoral counterproposals to reformist demands. The results show an uneven response to reform, dependent on cultural as much or more than economic factors, as businesses move to decipher, modify, collaborate with, outmaneuver, or limit progressive innovations. From the rise of worker-owned factories in Buenos Aires, to the collective marketing initiatives of impoverished Mayans in San Crist—bal de las Casas, the success of democracy in Latin America depends on powerful and cooperative social actions and actors, including the private sector. As the cases in Enduring Reform show, the democratic context of Latin America today presses businesspeople to endure, accept, and at times promote progressive change in unprecedented ways, even as they act to limit and constrain it.
