Outreach, negotiation and cooption may be a vital tool for counterinsurgencies as they transform conflict and facilitate Amnesty, Reconciliation and Reintegration (AR2) of warring elements within a war-torn society. This monograph utilizes a two-system comparison between the Taliban and the Irish Republican Army (IRA) to inquire if the Taliban are willing to participate in fruitful dialogue to initiate AR2. The suggestion for adopting a Northern Ireland approach for negotiation is compelling due to the strategic similarities the Taliban and the IRA share. The similarities, however, are the underlying reason why the Taliban will not be amenable to compromise within the short-term context compelled by the United States current strategy. What emerged is that the Taliban is reacting to changing environmental stimuli in the same manner as the PIRA. The direct consequence of this similarity is the likelihood of negotiations and outreach to take hold. The Taliban in 2010, like their IRA counterparts in 1972, believe they have a comparative advantage over their counterparts and are not willing to compromise their ideological convictions. Thus, policy makers in Washington, London, and Kabul should cool their rhetoric surrounding negotiation and dampen expectations that talks with the Taliban will yield significant results.

A biography and analysis of the influential Irish political and military leader. At his death in 2013, Ruairí Ó Brádaigh remained a divisive and influential figure in Irish politics and the Irish Republican movement. He was the first person to serve as chief of staff of the Irish Republican Army, as president of the political party Sinn Féin, and to have been elected, as an abstentionist, to the Dublin parliament. He was a prominent, uncompromising, and articulate spokesperson of those Irish Republicans who questioned the peace process in Northern Ireland. His concern was rooted in his analysis of Irish history and his belief that the peace process would not achieve peace. He believed that it would support the continued partition of Ireland and result in continued, inevitable, conflict. The child of Irish Republican veterans, Ó Brádaigh led IRA raids, was arrested and interned, escaped and lived “on the run,” and even spent a period on a hunger strike. Because he was an effective spokesman for the Irish Republican cause, he was at different times excluded from Northern Ireland, Britain, the United States, and Canada. He was also a key figure in the secret negotiation of a bilateral IRA-British truce in the mid-1970s. In a brief afterword for this new edition, author Robert W. Until surprisingly recently the history of the Irish Catholic Church during the Northern Irish Troubles was written by Irish priests and bishops and was commemorative, rather than analytical. This study uses the Troubles as a case study to evaluate the role of the Catholic Church in mediating conflict. During the Troubles, these priests and bishops often worked behind the scenes, acting as go-betweens for the British government and republican paramilitaries, to bring about a peaceful solution. However, this study also looks more broadly at the actions of the American, Irish and English Catholic Churches, as well as that of the Vatican, to uncover the full impact of the Church on the conflict.
