This resource pack updates the information provided in the Summary of Key Information Practical to Countries Experiencing Outbreaks of A(H5N1) and Other Subtypes of Avian Influenza, published in 2016. Additionally, the scope of this current document was broadened to address the risks to public health from all animal influenza viruses, not only avian influenza. Links to existing resources were updated and new resources were added where available. The global consultative meeting on strengthening rapid response capacities through Rapid Response Teams (RRT) and Emergency Medical Teams (EMT) was held in Lyon, France, from 12 to 15 December 2023. The meeting, organized by the WHO Emergency Medical Teams Secretariat, WHO Learning Solutions and Training Unit, and the US CDC, brought together 60 representatives from 18 nations. The meeting stemmed from a global initiative to assess and potentially integrate national RRT and EMT to enhance programmes efficiency. Participants explored comprehensive aspects of both programs, including operational frameworks, integration benchmarks, and evaluation methods. Various countries showcased their integrated RRT-EMT models, highlighting practical implementations and emphasizing the importance of developing support systems at national, subnational, and international levels. The meeting successfully established clear definitions for national RRTs, their relationship with EMTs, and created consensus on integration possibilities. Additionally, it developed benchmarks for different integration models and established a preliminary framework for RRT monitoring and evaluation.
