The WHO website has an introductory description for the Guidance. It states that the WHO Guidance on Research Methods for Health Emergency and Disaster Risk Management (Health EDRM) was developed to address the need to promote high quality research methods to those who commission and conduct research on Health EDRM. The intended audience includes decision makers, practitioners, and community actors who need for evidence-based policy and practice to implement the Health EDRM Framework, Sendai Framework on Disaster Risk Reduction 2015-2030, the International Health Regulations (2005), the United Nations Sustainable Development Goals (SDGs) and other relevant global, regional and national frameworks. Chapters have been written by more than 100 international authors with practical experience and expertise in a wide range of areas including research, practice and policy making. Health Emergency and Disaster Risk Management (Health EDRM) has recently emerged as a critical field for research, policy, and practice as a result of the growing recognition of health as a core dimension in disaster risk management. Global frameworks such as the WHO 13th General Programme of Work (GPW13), the Sendai Framework for Disaster Risk Reduction 2015-2030, the Sustainable Development Goals (SDGs), and the International Health Regulations (IHR) have goals, targets, and indicators that monitor the health impact of disasters and emergencies and resilience in health systems and communities. Policies and actions guided by the best possible evidence are therefore critical for managing the health risks of emergencies and disasters. However, the evidence base in Health EDRM is very limited, reflecting the overall lack of research in this area. To address this gap, the WHO set out to develop a reference book about methods to guide Health EDRM research in collaboration with global experts. This book provides concrete guidance across a wide range of research, taking a systematic approach to discuss the type of research that is needed to generate relevant evidence for managing risks and consequences of emergencies and disasters. This research includes observational and experimental studies, and those that use qualitative or quantitative data, or both. When using the book, readers are encouraged to take account of the specific setting of the health risks of any emergency or disaster, including national capacities and the impacts that are directly and indirectly health-related.

Disasters such as earthquakes, cyclones, floods, heat waves, nuclear accidents, and large scale pollution incidents take lives and cause exceptionally large health problems. The majority of large-scale disasters affect the most vulnerable populations, which are often comprised of people of extreme ages, in remote living areas, with endemic poverty, and with low literacy. Health-related emergency disaster risk management (Health-EDRM) [1] refers to the systematic analysis and management of health risks surrounding emergencies and disasters; it plays an important role in reducing hazards and vulnerability along with extending preparedness, response, and recovery measures. This concept encompasses risk analyses and interventions, such as accessible early warning systems, timely deployment of relief workers, and the provision of suitable drugs and medical equipment, to decrease the impact of disaster on people before, during, and after disaster events. Disaster risk profiling and interventions can be at the personal/household, community, and system/political levels; they can be targeted at specific health risks including respiratory issues caused by indoor burning, re-emergence of infectious disease due to low vaccination coverage, and gastrointestinal problems resulting from unregulated waste management. Unfortunately, there has been a major gap in the scientific literature regarding Health-EDRM. The aim of this Special Issue of IJERPH was to present papers describing/reporting the latest disaster and health risk analyses, as well as interventions for health-related disaster risk management, in an effort to address this gap and facilitate major global policies and initiatives for disaster risk reduction.

The WHO Benchmarks for International Health Regulations (2005) (IHR) Capacities was first published in 2019 and serves as a capacity-building tool and reference document to guide development/updating of country health security plans, including the national action plan for health security (NAPHS). It is now updated to a second edition which incorporates lessons learned from recent health emergencies, as well as alignment with updated IHRMEF tools, the HEPR framework, the WHO Director-General’s ten proposals to build a safer world together, and to build back better through multi-hazard and whole-of-society approaches to support better preparedness for future emergencies. Over 250 relevant technical leads contributed to this edition, by providing inputs from WHO regional offices, countries, partners and participation in global consultation meetings. The second edition is titled “WHO Benchmarks for Strengthening Health Emergency Capacities: Support for the Implementation of International Health Regulations (IHR) and Health Emergency Prevention, Preparedness, Response and Resilience (HEPR) Capacities”. WHO benchmarks are further digitalized for easy and quick use, along with a reference library, which is currently being updated. The UHC Partnership (UHC-P) is a collaborative agreement between WHO, several donors (namely: the EU, the Grand Duchy of Luxembourg, Irish Aid, the Government of Japan, the French Ministry for Europe and Foreign Affairs, Germany, Canada, Belgium and the UK Department for International Development) and a number of partner countries (currently, 125 partner countries across all six WHO regions) to support policy dialogue on national health policies, strategies, and plans (NHPSPs) and UHC -and it is part of the WHO Special Programme on Primary Health Care (SP-PHC). Its overall objective being to improve health sector results in concerned countries, it aims at building country capacities (and strengthening country processes) for the development, negotiation, implementation, monitoring and evaluation of robust and comprehensive NHPSPs with a view on promoting UHC; health in all policies; and people-centered primary care -as indeed, investments in quality primary health care (PHC) will be the cornerstone for achieving UHC around the world. The purpose of this publication is to document accomplishments of the UHC-P in 2022 for the 125 partner countries. The annual UHC-P report serves as a single report to all nine donors supporting the Partnership. It will provide a synthesis of activities and results achieved in all the participating countries; present a range of country examples related to the major areas of work; and also elaborate on how the UHC-P achieved sustainable buy-in of partners and stakeholders at the country level in the different countries concerned.

When communities face complex public health emergencies, state local, tribal, and territorial public health agencies must make difficult decisions regarding how to effectively respond. The public health emergency preparedness and response (PHEPR) system, with its multifaceted mission to prevent, protect against, quickly respond to, and recover from public health emergencies, is inherently complex and encompasses policies, organizations, and programs. Since the events of September 11, 2001, the United States has invested billions of dollars and immeasurable amounts of human capital to develop and enhance public health emergency preparedness and infrastructure to respond to a wide range of public health threats, including infectious diseases, natural disasters, and chemical, biological, radiological, and nuclear events. Despite the investments in research and the growing body of empirical literature on a range of preparedness and response capabilities and functions, there has been no national-level, comprehensive review and grading of evidence for public health emergency preparedness and response practices comparable to those utilized in medicine and other public health fields. Evidence-Based Practice for Public Health Emergency Preparedness and Response reviews the state of the evidence on PHEPR practices and the improvements necessary to move the field forward and to strengthen the PHEPR system. This publication evaluates PHEPR evidence to understand the balance of benefits and harms of PHEPR practices, with a focus on four main areas of PHEPR: engagement with and training of community-based partners to improve the outcomes of at-risk populations after public health emergencies; activation of a public health emergency operations center; communication of public health alerts and guidance to technical audiences during a public health emergency; and implementation of quarantine to reduce the spread of contagious illness.

The framework guides the multi-hazard management of disaster risk in development at all levels and sectors. However, in the current disaster management system in most countries, different offices are responsible for each different hazard, making it extremely difficult to manage those hazard risks comprehensively.Having experienced the COVID-19 pandemic, it is now time to review the current risk management strategy and system, and thereafter discuss how to strengthen and transform our risk perception and manner of risk assessment and identification to tackle future multiple hazards. Simultaneously, further collaboration among experts from different backgrounds and fields will become indispensable. While the discussion of the need for an “all-hazards approach” has taken place for many years, there now needs to be discussion of a risk-focused framework.

Energy serves as the lifeblood of our daily experiences. It permeates virtually every aspect of our existence, facilitating nourishment, safety, and productivity. When affordability threatens energy’s availability, a family’s living situation can become untenable—too cold, too hot, too dark, and too often, unhealthy and unsafe. In Powerless, sociologists Diana Hernández and Jennifer Laird reveal the hidden hardship of “energy insecurity” – the inability to adequately meet household energy needs. Approximately one in ten households in the U.S. are energy insecure and four in ten are at risk for energy insecurity. These statistics alone do not convey the acute pain of utility shutoffs, or the relentless toll of chronic energy hardships marked by difficult choices and harsh living conditions. Drawing on survey data and interviews with one hundred energy-insecure individuals and families, Hernández and Laird detail the experience of energy insecurity. Individuals and families suffering from energy insecurity endure economic hardships, such as difficulty paying utility bills, utility debt, and disconnection from utility services. They also struggle with physical challenges, such as poor housing conditions and poor or dysfunctional heating and cooling systems. They are often forced to make difficult choices about what bills to pay. These decisions are sometimes referred to as “heat or eat?” choices, as families cannot afford to pay for heating and food at the same time. Energy insecure individuals and families employ a variety of strategies to keep energy costs down to avoid having to make these hard choices. This includes deliberate underconsumption of energy, enduring physical discomfort, and using dangerous alternatives such as open flames, ovens, or space heaters to try to maintain a comfortable temperature in their home. To be energy insecure is to suffer. Despite the heavy toll of energy insecurity, most people confront these difficulties behind closed doors, believing it is a private matter. Thus, the enormous social crisis of energy insecurity goes unnoticed. Hernández and Laird argue that household energy is a basic human right and detail policies and practices that would expand access to consistent, safe, clean, and affordable energy. Their proposals include improving the current energy safety net, which is limited and often does not serve the most energy insecure due to stringent program requirements and administrative burdens. They also suggest redesigning rates to accommodate income, promoting enrollment and expansion of discount programs, reforming utility disconnection policies, improving energy literacy, and ensuring an equitable shift to renewable energy resources. Powerless creates a comprehensive picture of the complex social and environmental issue of energy insecurity and shows how energy equity is not just an aspiration but an achievable reality.
