The fact that post-socialist European Union (EU) countries are struggling with implementation of the EU's social inclusion policy is well known. But why is that so? Are the problems solely connected with how inclusion policies are enforced, or could it just as likely be the way policies are designed that creates challenges? This book explores experiences with inclusion policy implementation in seven different post-socialist EU countries. It focuses particularly on two groups of people in constant danger of social exclusion: people with Roma background and people with disabilities. So far, researchers have studied these issues primarily through policy analysis, and thus not provided knowledge on what actually happens in local contexts where welfare services are produced. This book sheds light on implementation processes at different levels, both at the policy level and in local welfare production. The picture painted here is one of complex and conflicting considerations in inclusion policy implementation, between historical and cultural heritage from the communist period, and EU inclusion policy based on Western European political principles. This book will appeal to undergraduate and post-graduate students, as well as postdoctoral students in social science, disability studies, educational science, and others. The book will also be useful for researchers and others interested in the development of inclusion policies and EU integration issues. This collectively written monograph is the first work to provide a broad history of the relationship between Eastern Europe and the decolonising world. It ranges from the late nineteenth to the late twentieth century, but at its core is the dynamic of the post-1945 period, when socialism's importance as a globalising force accelerated and drew together what contemporaries called the 'Second' and 'Third Worlds'. At the centre of this history is the encounter between the Soviet Union and Eastern Europe on one hand, and a wider world casting off European empires or struggling against western imperialism on the other. The origins of these connections are traced back to new forms of internationalism enabled by the Russian Revolution; the interplay between the first 'decolonisation' of the twentieth century in Eastern Europe and rising anti-colonial movements; and the global rise of fascism, which created new connections between East and South. The heart of the book, however, lies in the Cold War, when these contacts and relationships dramatically intensified. A common embrace of socialist modernisation and anti-imperial culture opened up possibilities for a new and meaningful exchange between the peripheries of Eastern Europe, Latin America, Africa and Asia. Such linkages are examined across many different fields - from health to archaeology, economic development to the arts - and through many people - from students to experts to labour migrants -who all helped to shape a different form and meaning of globalisation.

The sixties were a decade of major reform in the guidance of industry in the socialist countries of Eastern Europe. In this comparative study of industrial management, the different directions taken by reform in the German Democratic Republic, Hungary, and Yugoslavia are examined against the pattern shown by Romania, a country in which no significant reform has occurred. The author focuses on the methods used to coordinate enterprises in the early 1970s. The book is the product of a remarkable opportunity: eleven months of interviews in the four countries. Those interviewed were mainly middle and upper managers of enterprises, but also include officials of ministries, planning commissions, banks, trade unions, and national Communist parties. The resulting data made possible new interpretations of enterprise management in Eastern Europe. Originally published in 1976. The immense changes that have occurred in the country over the past decade and a half are analysed in their historical and geo-political framework. Poland was the first Eastern European country to return to capitalism, with its shock-therapy economic reforms replicated throughout the region. These sought to dismantle the socialist elements of the economy as rapidly as possible and open up the post-socialist countries to the world capitalist market. The former socialist countries were absorbed into the international division of labour and their economies quickly became a part of and dependent upon the global capitalist system. The revolutions of 1989-91 not only transformed Eastern Europe but instigated fundamental changes to the international capitalist system itself. By opening up the ex-socialist economies to international capital a new era of globalisation was opened, as the principles and practices of neo-liberalism gained ascendancy. While a section of society prospered from this opening, other social groups saw their living-standards decline, creating large social inequalities. One consequence of these social divisions has been the destabilising of the newly created democratic political systems. The growth of more authoritarian, conservative political currents in Poland is an example of this. As the largest and most strategically important country in Central-Eastern Europe, Poland has increasingly become a focus of international relations between the major powers. Events in Poland, especially after European expansion, influence relations between the USA, the European Union and Russia. This book therefore looks both at how the absorption of Poland into the international capitalist system has transformed the country and at how this process is contributing to developments globally. It finishes by considering developments since EU Accession and at the expected results of this expansion both within Poland and an enlarged EU.

First published in 1962, this book is a study by author Scott Nearing on Communism in Eastern Europe, where he spent three months during the winter of 1961-1962. Together with his wife Helen, he visited Bulgaria, Czechoslovakia, the German Democratic Republic, Hungary, Poland, Romania and Yugoslavia. As self-proclaimed socialists, Nearing’s report “is neither objective nor is it neutral”, but rather seeks to “present to the American people the frightening lack of information in North America concerning [current] developments in East Europe.” Based on his personal observation during his travels through Bulgaria, Czechoslovakia, the German Democratic Republic, Hungary, Poland, Romania and Yugoslavia, the author stands firm that “news of socialist construction in East Europe should be immensely valuable to Western peoples who want to see order, decency, peace and improvement in the world.”
