The Troubles claimed the lives of almost four thousand people in Northern Ireland, most of them civilians; forty-five thousand were injured in bombings and shootings. Relative to population size this was the most intense conflict experienced in Western Europe since the end of the Second World War. The central question posed in this book is fundamental, yet it is one that has rarely been asked: Who was primarily responsible for the prosecution of the Troubles and their attendant toll of the dead, the injured, and the emotionally traumatized? Liam Kennedy, who lived in Belfast throughout most of the conflict, was long afraid to raise the question and its implications. After years of reflection and research on the matter he has brought together elements of history, politics, sociology, and social psychology to identify the collective actors who drove the conflict onwards for more than three decades, from the days of the civil rights movement in the late 1960s to the signing of the Good Friday Agreement in 1998. Community relations policy has been an almost permanent feature in Northern Ireland since 1969, yet it has rarely been considered as an object of study. This book provides historical depth to its analysis, by documenting the various manifestations of the notion of community relations in public policy during the Troubles period. Drawing on a variety of written and oral primary and secondary sources, it offers a unique, rich perspective on the meaning and intent behind community relations policy at certain critical junctures. In addition, by examining this period through the lens of one policy, the book sheds light on important questions such as who intervened in policy-making during the conflict, who sought to influence the process and, eventually, who took the decisions. Morality is pervasive, touching all aspects of social life. The contributors to this volume provide an introduction to research on how morality is socially constructed in and through discourse, and the implications of this for the empirical analysis and theorization of morality. The volume addresses both how morality gets done through everyday practices, as well as the practical concerns that discussions of morality inevitably entail. It does so by delving into how morality is socially constructed in an array of communicative environments through the lens of a range of different discourse analytic traditions. Drawing on the conceptual tools of moral stance, positioning, responsiveness and authority, the chapters address the ways in which morality is enacted, interactionally negotiated, contested and policed. What emerges from these discussions and analyses is an understanding of morality from a discursive perspective that encompasses both morality as action, in which moral stances become the articulated object of action, and moral framing, in which the situated context itself is morally charged for evaluation.

In a new book about Northern Ireland historian Peter Rose argues that if Harold Wilson's government in the late sixties had pursued a different policy the province might have been spared The Troubles. Wilson had promised the Catholics that they would be granted their civil rights. However, new evidence suggests that Westminster was deliberately gagged to prevent MPs demanding that the Stormont administration ended discrimination in the province. Had the government acted on intelligence of growing Catholic unrest, it could have prevented the rise of the Provisional IRA without provoking an unmanageable Protestant backlash. The book draws upon recently released official documents and interviews with many key politicians and civil servants of the period to examine the failure of British policy to prevent the troubles.
