Malawi has a long history of public intervention programs in the fertilizer market, going back to 1992. The latest iteration, the Affordable Inputs Program (AIP), was launched in 2020 and is now under considerable strain because of rapidly escalating fertilizer prices. Under the AIP, the Government of Malawi intends to supply around 428,000 tons of fertilizer (half of it NPK, half urea) to small-holder farmers at a subsidized price of MWK 4,995 per 50 kg bag. It was envisaged that the fertilizer would be imported and distributed by private suppliers and two parastatals, the Smallholder Farmers Fertilizer Revolving Fund of Malawi (SFFRFM) and the Agricultural Development and Marketing Corporation (ADMARC). However, the Government found the cost proposed by the private sector through the Fertilizer Association of Malawi (MWK 35,000 per bag) excessive, and is considering sourcing all AIP fertilizer exclusively through SFFRFM and ADMARC. The purpose of this note is to assess the situation and outline the best policy options available to the Government to ensure adequate fertilizer supply in the short time remaining before the onset of the agricultural season in Malawi.

Despite the rise of targeted input subsidy programs in Africa over the last decade, several questions remain as to whether low and variable soil fertility, frequent drought, and high fertilizer prices render fertilizer unprofitable for large subpopulations of African farmers. To examine these questions, we use large-scale, panel experimental data from maize field trials throughout Malawi to estimate the expected physical returns to fertilizer use conditional on a range of agronomic factors and weather conditions. Using these estimated returns and historical price and weather data, we simulate the expected profitability of fertilizer application over space and time. We find that the fertilizer bundles distributed under Malawi’s subsidy program are almost always profitable in expectation, although our results may be reasonably interpreted as upper-bound estimates among more skilled farmers given that the experimental subjects were not randomly selected.

Malawi has been at the center of the debate on agricultural input subsidies in Africa ever since it significantly expanded its fertilizer subsidy program about two decades ago. When it did so, Malawi was a trailblazer, receiving international attention for seemingly leveraging the subsidy program to move the country from a situation characterized by food deficits and widespread hunger to crop production surpluses. In this paper we trace the history of Malawi’s subsidy program over the past 70 years, describing how the country arrived at that watershed moment earlier this century and how the subsidy program has developed since. We show how donor support for the program has wavered and how external pressure to remove the subsidy has repeatedly been unsuccessful. We also demonstrate how over the years the program’s total fiscal burden has fluctuated significantly. However, we find that since the expansion of the subsidy program in 2004, the fiscal costs of the program have shown little correlation with the maize harvest that same agricultural season. We show that the subsidy program has succeeded in raising awareness about the value of the fertilizer for increased crop productivity. However, despite its continued prominence in the country’s agricultural policy, most Malawian smallholder do not manage to grow sufficient maize to feed their households throughout the year, and every year millions depend on food assistance during the worst months of the lean season.

The market price of fertilizer in Malawi has, in nominal terms, more than tripled compared to two years ago. The price hikes were both unexpected and beyond the control of the government, linked to global events, such as the COVID-19 pandemic and Russia’s invasion of Ukraine. This changed global reality reinforces the need to rethink the way in which Malawi approaches its agricultural input subsidies. A number of options for reforming the AIP have been outlined in recent policy work, but all have medium to long term implementation horizons. We will not repeat these here and instead refer the interested reader to Chadza and Duchoslav (2022), De Weerdt and Duchoslav (2022), and Nyondo et al. (2022). This policy note discusses a strategy that can be implemented readily and immediately, potentially still this year, to ensure that the budget allocated to fertilizer subsidies has the highest possible effect on food security in the country. It also discusses how the strategy, once adopted, can be used to phase out the AIP, while ensuring allocative efficiency within the program. This can be achieved by, each year, fixing the budget at a lower point and conducting the same optimization exercise.

The United Republic of Tanzania has a predominantly agricultural economy, with agriculture accounting for more than two-thirds of employment in rural areas and representing 30 percent of GDP. Yet, by global standards and even by the standards of Developing Countries, crop yields in the county are low. Using improved seeds and mineral fertilizers is therefore critical to promoting growth in crop productivity, food production and sustaining the natural resource base, especially among the smallholder farmers who subsist on nutrient-poor soils. In 2016, The Ministry of Agriculture, Livestock, and Fisheries (MALF) of the United Republic of Tanzania requested an assessment of the potential costs and benefits of a proposed Bulk Procurement System (BPS) for fertilizer imports that would consolidate international procurement to save costs, ultimately improving the affordability for farmers. This assessment was jointly carried out and submitted to MALF in 2017 by FAO and the International Fertilizer Development Centre (IFDC), and presents an analysis of the fertilizer market, the proposed BPS policy, and interviews with over one hundred public, private, and civil society stakeholders. The findings indicate that the proposed system would likely not reduce prices for farmers and could negatively affect availability and market competition – causing prices to increase in the long term. The authors therefore recommend against its implementation pending further consultations, or to pilot the system with careful review and evaluation. The report also presents alternative policy options for the short and medium term to improve overall efficiency in the value chain and ultimately make fertilizer more affordable for Tanzanian smallholder farmers.
