The institutional forms of liberal democracy developed in the nineteenth century seem increasingly ill-suited to the problems we face in the twenty-first. This dilemma has given rise in some places to a new, deliberative democracy, and this volume explores four contemporary empirical cases in which the principles of such a democracy have been at least partially instituted: the participatory budget in Porto Alegre; the school decentralization councils and community policing councils in Chicago; stakeholder councils in environmental protection and habitat management; and new decentralised governance structures in Kerala. In keeping with the other Real Utopias Project volumes, these case studies are framed by an editors' introduction, a set of commentaries, and concluding notes.

This book examines certain changes in the political make-up of Karnataka, between the early 1970s and the late 1980s, which, in turn, led to the birth of a unique democracy in the state. In a departure from most studies on political science and political history which pay little or no attention to the role of politicians and focus only on technocratic blueprints, administrative processes and incentive systems, this volume takes into account the role politicians play in shaping the character of their governments, public policy and state–society relations. It studies the political transformation of Karnataka by focusing heavily on three chief ministers of the state who played an important role in making politics in Karnataka more accommodative, enlightened and, hence, more democratic. This volume is a detailed insider’s account of the political processes in Karnataka, enriched with interviews and surveys which seek to locate this work in the social science literature, in Karnataka’s recent history and in comparative context alongside other Indian states.

The American political reformer Herbert Croly wrote, "For better or worse, democracy cannot be disentangled from an aspiration toward human perfectibility." Democratic Faith is at once a trenchant analysis and a powerful critique of this underlying assumption that informs democratic theory. Patrick Deneen argues that among democracy's most ardent supporters there is an oft-expressed belief in the need to "transform" human beings in order to reconcile the sometimes disappointing reality of human self-interest with the democratic ideal of selfless commitment. This "transformative impulse" is frequently couched in religious language, such as the need for political "redemption." This is all the more striking given the frequent accompanying condemnation of traditional religious belief that informs the "democratic faith.? At the same time, because so often this democratic ideal fails to materialize, democratic faith is often subject to a particularly intense form of disappointment. A mutually reinforcing cycle of faith and disillusionment is frequently exhibited by those who profess a democratic faith--in effect imperiling democratic commitments due to the cynicism of its most fervent erstwhile supporters. Deneen argues that democracy is ill-served by such faith. Instead, he proposes a form of "democratic realism" that recognizes democracy not as a regime with aspirations to perfection, but that justifies democracy as the regime most appropriate for imperfect humans. If democratic faith aspires to transformation, democratic realism insists on the central importance of humility, hope, and charity.

Since the structural change in Indian society that began in the 1990s - the result of the liberalisation of the economy, devolution of power, and decentralisation of the government–an unprecedented, democratic transformation has been taking place. This has caused the emergence of unexpected coalitions and alliances across diverse castes, classes, and religious groups according to the issues involved. In this volume, we intend to understand this deepening of democracy by employing a new analytical framework of the 'vernacular public arena' where negotiations, dialogues, debates, and contestations occur among 'vernacular publics'. This reflects the profound changes in Indian democracy as diverse social groups, including dalits, adivasis, and Other Backward Classes; minorities, women; individuals from rural areas, towns, and cities; the poor and the new middle classes–the 'vernacular publics'–participate in new ways in India’s public life. This participation is not confined to electoral politics, but has extended to the public arenas in which these groups have begun to raise their voice publicly and to negotiate and engage in dialogue with each other and the wider world. Contributors demonstrate that the participation of vernacular publics has resulted in the broadening of Indian democracy itself which focuses on the ways of governance, improving people’s lives, life chances, and living environments.
