This book analyzes when, how, why, and to what effect China has used its armed forces in recent decades to coerce other actors in the international system. Over the past 20 years, China’s international status as a “great power” has become undeniable. China’s “peaceful rise” has included substantial investments in military modernization and an increasingly assertive regional posture. While China has not waged war since 1979, it has frequently resorted to what the U.S. State Department has referred to as “gangster tactics” – threats, intimidation, and armed confrontation – to advance its strategic aims. This volume illuminates the ways in which China has employed its military and paramilitary tools to coerce other states, and examines the motivations and specific foreign policy objectives that China has pursued using force short of war. The study presents new analysis of an original dataset on coercive actions undertaken by China’s armed forces, taking into account the political objectives pursued and the environmental contexts in which these operations occurred. It also presents a series of expert case studies addressing the most consequential examples of China using force to coerce in recent decades. The volume contributes to a more historically informed, empirically based understanding of great power competition. As complex as the issue is, it pivots on two key questions: Who does Aksai Chin belong to? Will China accept the McMahon Line—which separates India’s northeastern front regions—as the international border between the two countries? The dispute over Aksai Chin can be traced back to the military expeditions of General Zorawar Singh of the Sikh Empire into north Baltistan and Tibet in 1841–42 and the Treaty of Chushul of 1842. The McMahon Line, on the other hand, came into being after a long-drawn-out boundary conference in Simla in 1913–14. India and China have had a chequered past: the month-long military confrontation in 1962 and several instances of incursions, including the recent troop confrontation in May 2020, bear testimony to this. The fact that the Dalai Lama and his followers found refuge in India has only complicated equations further. The failures of the South Asian Association for Regional Cooperation (SAARC) are emblematic of that wisdom. Marking a departure from such approaches, Partha Ghosh makes the case that more than merely a political construct South Asia must be understood as a shared social consciousness. Through chapters that explore topics such as threats to democracy, religion and politics, the place of Kashmir, different conceptions of regionalism, the roles of America and China, and the issue of refugees and migrants, he demonstrates that there is no escape from reinventing the region from a people’s perspective. Only this way can South Asia retrieve its soul and replace its cynicism and despair with expectation and hope.
