There is unlikely to be agreement about why government grows (much less whether or not this is beneficial) until there is some clearer notion of what is to be measured. Public revenues and expenditures are surely not sufficient to reflect the scope of the public sector, but what should be included? A distinguished international group of scholars consider the number of people employed, the extent of services performed, the quantity of laws enacted, and the degree of regulation enforced. @3`...the book marks a significant step forward for a body of research that has typically been more concerned with normative and theoretical issues.' -- Journal of Policy Analysis & Management, Summer 1984 @3`This scho

What grows when government grows? Why? What are the consequences for effectiveness and consent? Richard Rose answers these questions clearly and succinctly. The programme approach relates what government is, a set of organizations, to what these institutions do, namely, mobilize laws, money and employees to produce public programmes. The programmes are concerned with such varied things as education, health, pensions, economic development, law and order and national defence. There is a wealth of ideas and data about which governments are biggest, comparing America, Britain, Continental European and Scandinavian countries; when governments grow, comparing the affluent 1960s with the difficult 1970s and the uncertain 1980s; an

Government Size And Implications For Economic Growth written by Andreas Bergh and has been published by Rowman & Littlefield this book supported file pdf, txt, epub, kindle and other format this book has been release on 2010 with Economic development categories.

As economists and policymakers strive to understand the causes of the global financial crisis, pinpointing the relationship between government size and economic growth is crucial. In this incisive economic study, Andreas Bergh and Magnus Henrekson find that in wealthy countries, where government size is measured as total taxes or total expenditure relative to GDP, there is a strong negative correlation between government size and economic growth-where government size increases by 10 percentage points, annual growth rates decrease by 0.5 to 1 percent. Bergh and Henrekson stress that statistical correlations, even when highly significant, are not law. Some countries with high taxes enjoy above-average growth, and some countries with small governments have stagnant economies. The Scandinavian welfare states, for example, have enjoyed steady growth over the last decade despite their large governments. However, these nations compensate for high taxes by employing market-friendly policies in other areas, such as trade openness and inflation control. Government Size and Economic Growth concludes that, in every case, economic freedom is a crucial determinant of economic growth_suggesting that government intervention in the marketplace may be the wrong approach to solving the economic crisis.

This paper describes the growth of public spending in industrial countries over the past century. It identifies several periods: the periods between 1870 and 1913; the period between the two World Wars; the post World War II period up to 1960; and the period after 1960. Public spending started growing during World War I but its growth accelerated after 1960. The paper outlines the reasons for this growth and speculates that recent government growth has not brought about much economic or social progress. The paper sees the future of government mainly in setting the “rules of the game,” and provides a rough blueprint for reform. It also discusses experiences with government reform in selected count les, and predicts that over the next decades, public spending as a share of GDP will fall.
