A new account of modern Iraqi politics that overturns the conventional wisdom about its sectarian divisions How did Iraq become one of the most repressive dictatorships of the late twentieth century? The conventional wisdom about Iraq's modern political history is that the country was doomed by its diverse social fabric. But in State of Repression, Lisa Blaydes challenges this belief by showing that the country's breakdown was far from inevitable. At the same time, she offers a new way of understanding the behavior of other authoritarian regimes and their populations. Drawing on archival material captured from the headquarters of Saddam Hussein's ruling Ba'th Party in the wake of the 2003 US invasion, Blaydes illuminates the complexities of political life in Iraq, including why certain Iraqis chose to collaborate with the regime while others worked to undermine it. She demonstrates that, despite the Ba'thist regime's pretensions to political hegemony, its frequent reliance on collective punishment of various groups reinforced and cemented identity divisions. At the same time, a series of costly external shocks to the economy—resulting from fluctuations in oil prices and Iraq's war with Iran—weakened the capacity of the regime to monitor, co-opt, coerce, and control factions of Iraqi society. In addition to calling into question the common story of modern Iraqi politics, State of Repression offers a new explanation of why and how dictators repress their people in ways that can inadvertently strengthen regime opponents.

Soon after Operation IRAQI FREEDOM (OIF) began in March 2003, RAND Arroyo Center began compiling an authoritative account of the planning and execution of combat and stability operations in Iraq through 2004 in order to identify key issues that could affect Army plans, operational concepts, doctrine, and other Title 10 functions. The resulting analysis, completed in January 2006, will interest those involved in organizing, training, and equipping military forces to plan for, deploy to, participate in, and support joint and multinational operations. Although focused primarily on Army forces and activities, the analysis also describes aspects of joint and multinational operations. RAND analysts collected the information in this report from many sources, including unit after-action reports, compilations of lessons learned, official databases, media reports, other contemporary records, and interviews with key participants in OIF. This report presents a broad overview of the study findings based on unclassified source material. It traces the operation from its root causes in the first Gulf War through operations up to approximately the end of June 2004. It addresses strategy, planning, and organization for OIF; air and ground force operations; personnel, deployment, and logistics issues; coalition operations; the occupation that followed combat operations; and civil military operations. Also, because the research conducted for this report covers events only through June 2004, events that occurred after that date would alter some of the conclusions and recommendations. In other cases, some recommendations might already have been implemented in whole or in part. Nevertheless, the report's recommendations are provided as they were originally formulated.

It Takes More than a Network presents a structured investigation of the Iraqi insurgency's capacity for and conduct of organizational adaptation. In particular, it answers the question of why the Iraqi insurgency was seemingly so successful between 2003 and late 2006 and yet nearly totally collapsed by 2008. The book's main argument is that the Iraqi insurgency failed to achieve longer-term organizational goals because many of its organizational strengths were also its organizational weaknesses: these characteristics abetted and then corrupted the Iraqi insurgency's ability to adapt. The book further compares the organizational adaptation of the Iraqi insurgency with the organizational adaptation of the Afghan insurgency. This is done to refine the findings of the Iraq case and to present a more robust analysis of the adaptive cycles of two large and diverse covert networked insurgencies. The book finds that the Afghan insurgency, although still ongoing, has adapted more successfully than the Iraqi insurgency because it has been better able to leverage the strengths and counter the weaknesses of its chosen organizational form.

To achieve that, the book looks at four case studies with deep divisions and whose armed forces have been reconstructed after civil wars. Lebanon and Bosnia-Herzegovina represent two examples of consociational power-sharing arrangements with functioning armed forces that enjoy wide popular support and neutral in internal affairs. Iraq and Burundi, however, have semi-consociational provisions that have politicized the army and made it a partisan military that has either led to disintegration (as in the case of Iraq) or politicization and loss of legitimacy (as in Burundi).

When insurgent groups challenge powerful states, defeat is not always inevitable. Increasingly, guerrilla forces have overcome enormous disadvantages and succeeded in extending the period of violent conflict, raising the costs of war, and occasionally winning. Noriyuki Katagiri investigates the circumstances and tactics that allow some insurgencies to succeed in wars against foreign governments while others fail. Adapting to Win examines almost 150 instances of violent insurgencies pitted against state powers, including in-depth case studies of the war in Afghanistan and the 2003 Iraq war. By applying sequencing theory, Katagiri provides insights into guerrilla operations ranging from Somalia to Benin and Indochina, demonstrating how some insurgents learn and change in response to shifting circumstances. Ultimately, his research shows that successful insurgent groups have evolved into mature armed forces, and then demonstrates what evolutionary paths are likely to be successful or unsuccessful for those organizations.
