Diploma Thesis from the year 2005 in the subject Economics - Case Scenarios, grade: 1,0, University of Heidelberg (Alfred-Weber-Institut), language: English, abstract: 2004 was a momentous year for the European Union (EU). On 1 May the most recent act of Enlargement was finally fulfilled. Ten New Member States from Central and Eastern Europe joined the club and their residents officially became European citizens. The moment was all the more special for eight of the ten newcomers, as they were ruled with an iron fist behind the Iron Curtain for more than forty years. The accession represented the ultimate accolade for their arduous transition from central planned to market economies. The long history of an expanding united Europe thereby reached another peak - regarding cultural integrity, political influence and economic potency. Europhiles praised (lauded, acclaimed???) the EU’s greatest achievement so far. On the other hand, the EU Enlargement also encountered various feelings of skepticism or even disapproval throughout the population of Western Europe. Many people feared that “fortress Europe” would not hold and the walls of the Western social welfare states would be toppled (breached???) by millions of poor immigrants willing to work for extremely low wages and trying to maraud (infiltrate???) the Western welfare systems. Others were anxious that the Enlargement would induce a massive increase in FDI leading to an outsourcing of Western jobs into the East. Obviously the clash of two completely contrary positions raises multiple questions. Who is right? How many migrants can be expected to come, once the free movement of workers has been granted to them? How does the EU Enlargement really affect the Western economies and their labor markets in particular? Is there a threat of “welfare shopping” and, if there is any, what measures can the Western countries take in order to protect themselves from the Eastern menace? In this paper I will deal with these questions by first looking at the theoretical backgrounds and then seeking to support them with empirical findings in order to deduce some answers. In Chapter 2, after a brief overview of the main migration theories, I will examine the migration potential from the New Member States. Chapter 3 aims to provide a deeper insight into the economic and fiscal impact of immigrants on the German state. Chapter 4 deals with the “welfare magnets” hypothesis and provides an answer to the question whether immigrants really pose a threat to the Western welfare states. [...]

The Fifth Enlargement that took place in 2004 and 2007 was a milestone in the history of the European Union. Not only because of the large number of acceding countries but also because of their recent political and economic experience. Ten of them had undergone a profound transition from a totalitarian regime to democracy, and from a centrally planned economy to a market-based system. Most of them had income levels signi?cantly below those of the then EU-15. Now, 6 years later, we can clearly see that the process of European integration, both before and after 2004, was what enabled Europe to overcome the gaps between various parts of the continent. The enlargement made Europe a better and wealthier place and streng- ened its position in the world. Integration into the European Union has always been one of the strongest incentives for reform in the new Member States. Particularly important in my view have been the development of ?nancial markets through foreign direct investment and capital in?ows, and the opening of labour markets – which was a two-way phenomenon, with markets being opened up in acceding as well as the incumbent Member States. The Fifth Enlargement was thus an exercise of glo- lisation in miniature, a practice run for the Union to tackle the challenges of the ever smaller world.

Over the past decade European economic integration has seen considerable institutional success, but the economic performance of the EU has been varied. While macroeconomic stability has improved and an emphasis on cohesion preserved, the EU economic system has not delivered satisfactory growth performance. This book is the report of a high-level group commissioned by the President of the European Commission to review the EU economic system and propose a blueprint for an economic system capable of delivering faster growth along with stability and cohesion. It assesses the EU s economic performance, examines the challenges facing the EU in the coming years, and presents a series of recommendations. The report views Europe's unsatisfactory growth performance during the last decades as a symptom of its failure to transform into an innovation-based economy. Third country nationals (TCNs) play an important part in the economy of the European Union, reflected in the rights granted to them under European Union Law. Political expediency is however shaped by world, regional and domestic influences that in turn determine policy towards third country nationals and their legal rights to freedom of movement. This book examines the concept of political legitimacy within the European Union through the principles of legal rationality, focusing in particular on the European Union’s policy towards third country nationals. Richard Ball argues that for legal doctrine to be rational it must display the requirements of formal, instrumental and substantive rationality, each mutually exclusive and essential. In taking this position of legal rationality, the book focuses on free movement rights of TCNs within EU treaties and implementing legislation, the Area of Freedom Security and Justice, and Association Agreements. Ball concludes that the stance of European Union Law towards third country nationals lacks legitimacy, and suggests possible new directions that EU policy should take in the future.
