Over the years Albert Speer has been given several titles – ‘the good Nazi’, ‘Hitler’s architect’, ‘future Reichchancellor’, and even ‘the only penitent defendant at Nuremberg’. There is no doubt that there are many faces to Albert Speer: he was a man who had far greater power during the war than any other aside from Hitler, and was widely believed to succeed Hitler; his tremendous powers of organization raised German production to its peak at a time when resources were at an all-time low; and it was expected by all, including himself, that he would receive the death sentence like the other Nazi leaders, instead escaping the noose with only twenty years. In light of his extended involvement in the Nazi party, both as Hitler’s architect and the Minister for Armaments, and his contributions to the illegal war waged by the regime, the question naturally arises: did Speer receive adequate punishment? Did the verdict reflect the perception that Speer was somehow ‘less culpable’ than the other defendants, or did he mastermind his defence in a way that reduced his sentence? The events leading up to the Nuremberg trial, and the trial itself, provides clues to answering these questions: what can we learn about the personality of Speer from the evidence available, and why does it matter?

This book analyses the events leading up to the cluster munitions ban, the provisions of the treaty, as well as assesses the progress made in the years since towards a world without the presence of cluster munitions. Cluster bombs are weapons that are small but deadly. They often look like small metal canisters, and some of them are painted, giving them the innocuous appearance of a soda can. The unexploded submunitions that are scattered on the ground, in effect, act as landmines, that can kill or severely injure anyone who comes across them, sometimes even years and decades later. It has been reported that 98% of all casualties of cluster munitions are civilians, of which one-third are children. Cluster munitions have been used in numerous conflicts since the Second World War, and it has been estimated that at least 1 billion submunitions were stockpiled globally. The campaign to ban cluster munitions faced a monumental and nearly impossible task – to convince governments to agree to stop using a valuable weapon that they stockpiled by the hundreds of thousands, in a political climate where the interests of national security and state sovereignty outweighed humanitarian concerns in almost every instance. However, where many international agreements failed and diplomatic processes stalled, the campaign to ban cluster munitions succeeded. Despite strong opposition from many countries, 107 countries met in Dublin in May 2008 to negotiate and adopt a treaty prohibiting the use, production, transfer and stockpiling of cluster munitions. The outcome of the Oslo Process was a ray of hope among the usual cynicism and disenchantment of similar international processes. This book explores this question: how was this accomplished, and are there any wider lessons to be learned from it?

The first Germanic empire had been the Holy Roman Empire (800-1806), and the second was the German Empire (1871-1918). Hitler was determined the new Reich be more impressive and longer-lasting than any that had gone before, and the Nazis soon began referring to the Tausendjähriges Reich ("Thousand-Year Reich"). Naturally, the party's leaders believed the new empire would require a suitably impressive new capital. Hitler dreamed of building Welthauptstadt Germania ("World Capital Germania"), a super-sized city that would dwarf everything that had come before it. The new metropolis would be built in the same location as Berlin, but it was expressly designed to be the most impressive city in the world. Its heart would be the seven-kilometer long Prachtstrasse, or Boulevard of Splendors, and the buildings there and elsewhere would not just be large but gargantuan. At one end of the boulevard would be a triumphal arch so large that six of Paris' Arc de Triomphe could fit beneath it. At the opposite end would be the domed Grand Hall, containing the largest enclosed space in the world, capable of holding a staggering 180,000 people. So vast was the dome that there were concerns it might generate its own internal weather system, where clouds would form from the breath of the vast crowds below. Some predicted that rain might even fall. While Hitler may not have been an architect, there were people around who could implement his vision and put the plans to fruition. The most famous was Albert Speer, a real architect who became Hitler's friend and confidante and rose to power within the Nazi hierarchy. Speer played several roles during the war, only one of which was the project that would enlarge Berlin. There had never been plans for anything quite like Germania, but Hitler was determined the new city be complete by 1950 at the latest. Work began in 1937, but as anyone familiar with World War II knows, the Thousand-Year Reich lasted for just 12 years and Germania did not progress beyond a megalomaniacal dream. Today, virtually no trace remains of the planned Nazi super-city, but the story of its design and the misery inflicted on slave-laborers during the early stages of preparation for construction offer examples of how power without restraint can lead to the most extreme visions of the future.
