Depuis la seconde guerre mondiale, l’histoire des relations franco-allemandes est souvent personnifiée. Dans ce contexte, Willy Brandt et Georges Pompidou restent souvent dans l’ombre de couples plus connus. Alors que Brandt est plutôt associé à la nouvelle Ostpolitik, Pompidou est davantage considéré comme le successeur plutôt effacé du charismatique Président de Gaulle occupé à abandonner des positions gaullistes classiques. L’opinion publique contemporaine jugeait que la politique européenne était à l’arrêt et les études scientifiques parlaient beaucoup « d’eurosclérose » dans les années 1970. L’ouvrage de Claudia Hiepel contredit ces interprétations liées à la politique européenne menée par Brandt et Pompidou. En s’appuyant sur des sources historiques aussi nombreuses que variées, elle développe l’importance des relations bilatérales dans le processus d’intégration pendant cette phase difficile mais décisive. Malgré toutes les difficultés que la construction de l’Europe devait surmonter à cette époque, entre 1969 et 1974 des décisions essentielles ont été prises pour l’avenir des relations franco-allemandes et l’intégration européenne façonnant toujours le visage de la Communauté européenne. L’action de Brandt et de Pompidou est réinterprétée en montrant qu’ils ont joué ce rôle moteur attribué aux relations franco-allemandes. L’ouvrage a reçu les prix « Émile et Aline Mayrisch » et « Willy-Brandt » en 2011 et a été distingué par le prix parlementaire franco-allemand en 2015.

In the immediate aftermath of World War Two, the victors were unable to agree on Germany’s fate, and the separation of the country—the result of the nascent Cold War—emerged as a de facto, if provisional, settlement. Yet East and West Germany would exist apart for half a century, making the "German question" a central foreign policy issue—and given the war-torn history between the two countries, this was felt no more keenly than in France. Drawing on the most recent historiography and previously untapped archival sources, this volume shows how France’s approach to the German question was, for the duration of the Cold War, both more constructive and consequential than has been previously acknowledged.

It was in Europe that the Cold War reached a decisive turning point in the 1960s, leading to the era of détente. The Conference on Security and Cooperation in Europe (CSCE), with its Final Act in Helsinki in August 1975, led to a rapprochement between East and West in the fields of security, economy and culture. This volume offers a pilot study in what the authors perceive as the key issues within this process: an understanding over the ‘German problem’ (balancing the recognition of the post-war territorial status quo against a formula for the eventuality of a peaceful change of frontiers) and the Western strategy of transformation through a multiplication of contacts between the two blocs.
