Wobec niemieckiej agresji na Polskę oraz bezprecedensowej skali prześladowań ludności cywilnej już od pierwszych miesięcy wojny rząd polski na uchodźstwie mierzył się z pytaniem o możliwe sposoby pociągnięcia zbrodniarzy nazistowskich do odpowiedzialności karnej. Angażując polskich prawników przebywających na emigracji, rozpoczęto opracowywanie i popularyzację koncepcji skutecznego karania przestępców wojennych. Jak pokazuje Dominika Uczkiewicz, koncepcje i starania rządu polskiego wyróżniały się na tle zachowawczego stanowiska Stanów Zjednoczonych i Wielkiej Brytanii. Polski projekt rozliczenia zbrodni nazistowskich zakładał pociągnięcie sprawców naruszeń prawa międzynarodowego do odpowiedzialności osobistej, stworzenie efektywnego wymiaru sprawiedliwości oraz rozwój międzynarodowej współpracy państw alianckich na płaszczyźnie prawnej i politycznej. Autorka wykazuje, że problem ścigania i karania zbrodniarzy wojennych należał do priorytetów polityki rządu polskiego na emigracji. Zasadniczy wpływ na jej kształt miały zarówno uwarunkowania polityki międzynarodowej, jak i oczekiwania społeczeństwa polskiego domagającego się surowego rozliczenia sprawców zbrodni. Andrzej Paczkowski shows how the communists captured and consolidated power, describes their use of terror and propaganda, and illuminates the changes that took place within the governing elite. He also documents the political opposition to the regime - both inside Poland and abroad - that resulted in upheavals in 1956, 1968, 1970, 1976, and 1980. His narrative makes evident the pressures that the elite felt from above, from Moscow, and from below, from the population and from within the party. The book is the result of the National Science Centre’s project entitled ‘Social engineering. Projects of nation-state building and their representation in historiography and historical memory: Croatia, Germany, Poland and Ukraine in the twentieth century’. The project was conducted at the Institute of Political Studies of the Polish Academy of Sciences (PAN). The aim of the participants in the project, developed jointly by the Department of German Studies and the Department of History of Eastern Territories, was to provide a broad perspective on nation-building processes in Central Europe in the nineteenth and twentieth centuries and to determine the place of projects on population policy (social engineering) in these processes. The authors also analyse the role of the memory of these projects in developing nation states in this region of Europe in the second half of the twentieth century and contemporary times. The subjects analysed cover a broad spectrum of issues related to the emergence of modern states, demography, eugenics, racial hygiene, statistics, geography and specific policies – from supporting the birth of preferred groups to genocide. The book concerns both the development of modern societies and the problems of nationalism, racial ideology and the idea of ‘the body of the nation’.
