Textiles and Clothing (T&C) is a critically important sector of international trade for developing countries and least developed countries (LDCs). The T&C sector engages abundant labour resources and requires low investment threshold. The T&C sector has been a contentious area in multilateral trade negotiations. With the expiration of quotas in 2005, many T&C dependent countries are experiencing considerable adjustment challenges. Pakistan is one such country that is extensively reliant on T&C industries. This research note presents a brief case study which looks at post-quota developments in Pakistan's T&C trade and the trade and economic policy issues it raises.

An important feature of the Uruguay Round was the agreement by the developed countries to abolish the Multifibre Arrangement quotas that (with their predecessors) have restricted exports of textile and clothing products from developing countries for almost forty years. This iniquitous system of quotas violated all the fundamental principles of the multilateral trading system, and discriminated against the poorest countries seeking to move up from reliance on commodity trade towards an emphasis on manufactures. However, the prospective abolition of these quotas will not necessarily generate automatic benefits for individual countries. It will create opportunities but will also expose them to additional competition from other, formerly restrained, exporters. The outcome for any individual country will depend heavily on its policy response. This thesis studies the case of Pakistan and makes suggestions to help Pakistan streamline its policies for increasing its gains from quota abolition in the post ATC scenario.

Firms in the clothing industry engage in global sourcing and operate in global markets. Their global production networks have often been subject to scrutiny as the power relationships between buyer firms in developed countries and supplier firms in developing countries raise issues concerned with 'fast fashion', the role of brands, labour standards in developing countries, job losses among the most vulnerable workers in Europe and the US, and the growing differentiation within the bloc of developing countries between the least developed and fast developers, such as China and India. This book analyses the way British, American and German firms in the clothing industry (manufacturing and retail) co-ordinate and govern their global production networks/value chains. It offers a multi-level study, concerned with processes of economic interaction between international, regional, and national economic institutions and actors. This combines an analysis of international/regional regulatory systems, global markets and conditions in the developing countries where suppliers are found, with a focus on the recent development of the clothing industry in three western countries. The analysis of firms' global networks focuses on the power relationships between western producers and retailers on the one hand and between buyer firms in developed and supplier firms in developing countries on the other, as well as their impact on labour. Utilising over one hundred interviews in six countries on three continents, it follows the value chain from developed to developing countries and studies the many issues which confront students of globalization at the current time. The study combines theoretical perspectives from economic sociology, political economy and management and seeks to utilise the complementary strengths of the Varieties of Capitalism approach and that of Global Production Networks/Value Chains. It will appeal to advanced students and academics interested in processes of economic globalization and the way firms manage them, as well as to those looking for a study of the clothing industry which combines theoretical depth with broad empirical coverage.

The end of the MFA was followed by rising apparel exports, falling prices, and a reallocation of production and employment between countries. There were also significant changes within countries. The first main finding of this report is that export and employment patterns after the MFA/ATC did not necessarily match predictions. While many predicted that production would shift to low-wage countries, this book shows that only 13 percent of variation in export changes post-MFA can be explained by the differences in wage levels. Second, changes in exports are usually, but not always, good indicators of what happens to wages and employment within countries. This is especially important for policy because it shows that simply using exports as a metric of 'success' in terms of helping the poor is not sufficient. Third, the Book identifies the specific ways that changes in the global apparel market affected earnings. The Book shows that wage premiums change in predictable ways: rising (in most cases) in countries that were proactive in adapting to the MFA phase-out and expanded their market shares, and falling in countries that failed to respond in a timely fashion to the changing environment. The Book shows that promoting 'upgrading' (defined as shifting to higher-value goods, shifting up the value chain, or 'modernizing' production techniques) seems to be necessary for sustainable competitiveness in the apparel sector but does not necessarily help the poor. Policies that support upgrading need to be complemented with targeted workforce development to make sure that the most vulnerable workers are not left behind. Having a vision for the evolution of the apparel sector that incorporates developing worker skills seems crucial. Otherwise, less-skilled workers could miss out on opportunities to gain valuable work experience in manufacturing.
