Tooor! ...“ ... 3:2 für Deutschland im Fußball-Weltmeisterschaftsfinale 1954. Der krasse Außenseiter stand kurz vor der großen Sensation, der Sieg über die für unschlagbar gehaltenen Ungarn war zum Greifen nah. Nur noch sechs Minuten galt es zu überstehen. Radioreporter Herbert Zimmermann bekniete den Minutenzeiger schneller zu wandern, doch der leistete seinen Dienst „streng nach Vorschrift“. Noch einmal mussten die Deutschen eine Schrecksekunde überstehen, als der ungarische Star Ferenc Puskás den vermeintlichen Ausgleich erzielte. Aber Abseits, kein Tor! Wenig später pfiff der englische Schiedsrichter Ling die Partie ab – und Deutschland war Fußballweltmeister 1954. In der Heimat feierten die Menschen den Erfolg ausgelassen. Das Ausmaß der Begeisterung sollten die Helden auf ihrer Rückreise erleben. Menschenaufläufe und frenetischer Jubel überall da, wo sie auftauchten. Weniger als zwanzig Jahre zuvor gerieten die Deutschen schon einmal angesichts sportlicher Erfolge in Ekstase. Damals verstand die politische Führung um Adolf Hitler, sich diese Triumphe zu Eigen zu machen. Dem Jubel über Max Schmelings Sieg über den für unbezwingbar gehaltenen „braunen Bomber“ Joe Louis (USA) am 19. Juni 1936 und dem guten Abschneiden der deutschen Olympioniken im gleichen Jahr haftete daher ein „... über alles in der Welt “-Beigeschmack an. Wie aber ist der Jubel von 1954 einzuordnen? Kehrte mit der Freude über den WM-Gewinn der deutsche Chauvinismus zurück - eine Renaissance nationalsozialistischer Ideale? Oder hatten sich bereits neun Jahre nach Kriegsende demokratische Strukturen etabliert?

In the modern era, warfare came to play a crucial role in the formation of states, whereas the new wars emerging at the beginning of the 21st century have mostly gone together with the failure or collapse of states. The author draws out the key shifts involved in this process: from symmetrical conflicts between states to asymmetrical global relationships of force; from national armies to increasingly private or commercial bands of warlords, child soldiers and mercenaries; from pitched battles to protracted conflicts in which there is often little fighting and most of the violence is directed against civilians. Changes in weapons technology have combined with complex economic factors to make the prospect of endlessly simmering wars a real danger in the years to come.
