Zunächst werden der Ursprung und der Verlauf der Pandemie aufgezeigt. Es folgt die Untersuchung der wirtschaftspolitischen Maßnahmen auf ihre Notwendigkeit. Im Hauptteil werden die erlassenen fiskal- und geldpolitischen Maßnahmen thematisiert. Anschließend wird erörtert, welche Maßnahmen rückblickend als notwendig zu klassifizieren sind, um die Folgen der Coronapandemie abzufedern und Verwerfungen an den Finanzmärkten entgegenzuwirken. Abschließend werden ausgewählte Maßnahmen unter Zuhilfenahme von diversen Arbeitspapieren hinsichtlich ihrer Wirksamkeit eruiert und die sich daraus entwickelte Debatte bezüglich der Globalisierung aufgegriffen. Zweieinhalb Jahre nach Ausbruch der Coronapandemie sind ihre Auswirkungen noch immer in weiten Teilen der USA spürbar. Ihr Einfluss und die resultierende Wirtschaftskrise offenbarten schonungslos eklatante Lücken eines schwach entwickelten Sozialstaats. Denn das Virus traf ein ohnehin vorerkranktes Amerika mit einer wachsenden Zahl an unversicherten Bürgern, fehlenden Sozialleistungen und einer mangelhaften Gesundheitsversorgung. Die rasante Ausbreitung des Virus, begünstigt durch die Pandemiepolitik von Donald Trump, entwickelte sich schnell zu einer Gesundheitskrise. Fehlende Schutzmasken und Beatmungsgeräte erschwerten zunehmend den Umgang mit dem Virus, wodurch Fallzahlen in die Höhe schnellten. Mit Verzögerung veranlasste die amerikanische Regierung das Herunterfahren der Wirtschaftsaktivität in vielen Branchen, wodurch zahlreiche Betriebe vorübergehend schließen mussten. Neben der Gesundheitskrise entwickelte sich eine ökonomische Krise. Aufgrund des fehlenden Kündigungsschutzes stieg die Arbeitslosenquote binnen weniger Monate auf einen Höchststand. Millionen von Amerikanern drohte über Nacht der volkswirtschaftliche Abstieg in die Armut. In der Folge sah sich die amerikanische Regierung veranlasst, Unterstützungsmaßnahmen in zuvor unvorstellbarem Ausmaß zu gewähren, um die sozialen und wirtschaftlichen Folgen der Pandemie abzufedern und die schwach ausgeprägten automatischen Stabilisatoren zu ergänzen. Akkommodierend legte die amerikanische Notenbank mehrere Hilfsprogramme auf, um Liquidität zu garantieren, und griff durch Anleihekäufe in den Markt ein, um die Finanzmärkte zu beruhigen.

In June 2019, the Committee on the Judiciary initiated a bipartisan investigation into the state of competition online, spearheaded by the Subcommittee on Antitrust, Commercial and Administrative Law. As part of a top-to-bottom review of the market, the Subcommittee examined the dominance of Amazon, Apple, Facebook, and Google, and their business practices to determine how their poweraffects our economy and our democracy. Additionally, the Subcommittee performed a review of existing antitrust laws, competition policies, and current enforcement levels to assess whether they areadequate to address market power and anticompetitive conduct in digital markets. Over the course of our investigation, we collected extensive evidence from these companies aswell as from third parties-totaling nearly 1.3 million documents. We held seven hearings to review the effects of market power online-including on the free and diverse press, innovation, and privacy-and a final hearing to examine potential solutions to concerns identified during the investigation and to inform this Report's recommendations. A year after initiating the investigation, we received testimony from the Chief ExecutiveOfficers of the investigated companies: Jeff Bezos, Tim Cook, Mark Zuckerberg, and Sundar Pichai. We used food deficit as proxy for food security and energy imports for energy security from the World Bank database. Suffering, mutilation and death of human beings are the most obvious and important effects of all conflicts, as well as natural disasters. Yet, material losses are also important because they reduce the livelihood and recovery capacities of conflict survivors. Moreover, in many cases, the indirect effects of conflict cause more deaths than direct violence. It has been found that generally the indirect costs of war are greater than its direct costs and persist long after the end of the conflict. Instability and conflict affect many economic sectors such as reducing foreign exchange earnings, which can have serious consequences for development and food security. Indeed, global population growth combined with the effects of climate change on agriculture pose the risk of a Malthusian trap to humanity that can only be avoided by a more efficient and sustainable production system. Energy security policies and climate policies are often considered as two sides of the same coin, their objectives being at least complementary, if not identical.
