Die Volksrepublik China (VRC), die mit 1,3 Milliarden (Mrd.) Menschen das bevölkerungsreichste Land der Welt darstellt, hat bis vor kurzem in der Weltwirtschaft kaum eine Rolle gespielt. Erst nach dem Tod Mao Zhedongs übernahm eine Gruppe pragmatisch orientierter Funktionäre um Deng Xiaoping die Macht und leitete im Jahre 1978 mit der Kampagne "Befreiung des Denkens" die Abkehr der VRC von der kommunistischen Ideologie hin zu einer pragmatischen Reformpolitik ein. In den letzten drei Reform-Jahrzehnten seit 1978 hat sich die VRC kontinuierlich den internationalen Märkten geöffnet und konnte in diesem Zuge umfangreiche Auslandsinvestitionen sowie Technologien und Managementwissen ins eigene Land holen. Aufgrund der massiven Investitionen in die eigene Infrastruktur und dem nahezu grenzenlosen Angebot an billigen Arbeitskräften hat sich die VRC zu einem der wettbewerbsfähigsten Produktionsstandorte für internationale Unternehmen entwickelt. Die jährliche reale Wachstumsrate der letzten 25 Jahre betrug durchschnittlich nahezu 10%. Die VRC ist mittlerweile nach den USA, Japan und Deutschland die viertgrößte Volkswirtschaft der Welt in absoluten Größen. Wenn man das Bruttoinlandsprodukt (BIP) auf die Kaufkraftparität bezieht, liegt China sogar an zweiter Stelle hinter den USA. Dieses enorme Wirtschaftswachstum ist nicht nur auf die demographische und geographische Größe des "Reichs der Mitte" zurückzuführen, sondern auch auf die hohe Dynamik des Außenhandels, die nationale Sparquote (rund 30% des BIP) und die ausländischen Direktinvestitionen (FDI). Im Rahmen dieser Arbeit möchte ich mich mit der Darstellung und Analyse des chinesischen Außenhandelssektors befassen und ferner darauf eingehen, welche Branchen zum chinesischen Wirtschaftswunder beigetragen haben und in Zukunft das Wachstum weiter stützen werden. Die vorliegende Arbeit gliedert sich in fünf Teile. Das folgende Kapitel 2 stellt in aller Kürze die grundlegenden Außenhandelstheorien dar. In Kapitel 3 werden die elementaren Faktoren beschrieben, die den Außenhandel zum Motor des chinesischen Wirtschaftswachstums machten. Darauf aufbauend wird im 4. Kapitel die Branchenstruktur des chinesischen Außenhandels untersucht. Da die Leistungsbilanzüberschüsse Chinas auf den Überschüssen der Handelsbilanz basieren, wird in dieser Arbeit nicht auf den Dienstleistungssektor eingegangen. Der Schwerpunkt in diesem Kapitel liegt auf der Textil- und Bekleidungsindustrie, sowie auf der Informations- und Telekommunikationsindustrie, da sich die Exportdynamik auf diese beiden Branchen stützt. Im 5. Kapitel werden die Ergebnisse zusammengefasst und ein kurzer Ausblick gegeben.

This book presents a new theoretical framework for understanding the regulation of international trade. For this purpose, it analyses a series of integrated studies of relations between the EU, the WTO and China. It consists of three main parts. Part I introduces the basic concepts. It surveys the literature on law and globalisation, introduces the concept of sites of governance and the theory of global legal pluralism and sketches the foundations of global legal pluralism. It shows that each site of governance has both a structural dimension, consisting of institutions, norms and dispute resolution processes, and a relational dimension, comprising its relations with other sites of governance. The totality of sites of governance constitutes a new form of global legal pluralism. Part II analyses global legal pluralism in action in relations between the EU, the WTO and China. It examines the construction of relations between sites, ways in which relations between sites give rise to new legal concepts or transform the character of rules, the tension between regionalism and international integration and the governance of international production networks. It emphasises the reciprocal interaction between the structural features and the relational features of sites. Part III explores new directions in global legal pluralism. It first analyses regional trade agreements as a way of creating new sites of governance, focusing on agreements involving China. Then it considers how to enhance ethical values in international trade regulation. Based on an institutional analysis of relations between the WTO and other sites of governance, it proposes ways in which global legal pluralism can be used to reform the WTO, today the predominant institution in the regulation of international trade, including trade between the EU and China.

Launched in March 2010 by the European Commission, the Europe 2020 strategy aims to achieve "smart, sustainable, and inclusive" growth. The engines for this growth are - Knowledge and innovation - Greener and more efficient use of resources - Higher employment combined with social and territorial cohesion This CEPS report takes an in-depth look at this major initiative and finds that the strategy itself needs to be revised in several important respects. First, the authors believe, R&D spending per se is not the best indicator of innovativeness; a new measure, intangible capital, would be more appropriate. Second, while increasing the share of the workforce with a university degree is important for competitiveness and employment, it is the quality of that education that matters more than the quantity. The study also finds that employment targets would be better reached by a skills upgrade among women who have the least education. Concerning climate change, the authors conclude that unless the EU increases the level of its ambition and adds a carbon import tariff, reduction targets for greenhouse gas emissions are likely to have a negligible impact on global climate change. Finally and more generally, the report argues that the 2020 strategy should acknowledge the importance of institutional efficiency at the national level.

März in Münster behandelt wurde und deren Referate in diesem Band dokumentiert werden. Ohne wissenschaftliche Ökonomie verliert die praktische Wirtschaftspolitik die Orientierung hin zu langfristiger Effizienz für die Gesellschaft. Wissenschaft, die öffentlich finanzierte zumal, hat deshalb eine Bringschuld gegenüber der Öffentlichkeit. Ziel der wissenschaftlichen Ökonomik sollte es deshalb sein, auf die praktische Wirtschaftspolitik direkt und indirekt Einfluss zu nehmen. Politikberatung, wie sie in Deutschland und in anderen Staaten praktiziert wird, bildet deshalb einen Themenschwerpunkt dieses Bandes. Dabei werden auch sehr persönliche Erfahrungen einzelner Autoren aus der Praxis ihrer langjährigen wissenschaftlichen Politikberatung dokumentiert.
