American identity has always been capacious as a concept but narrow in its application. Citizenship has mostly been about being here, either through birth or residence. The territorial premises for citizenship have worked to resolve the peculiar challenges of American identity. But globalization is detaching identity from location. What used to define American was rooted in American space. Now one can be anywhere and be an American, politically or culturally. Against that backdrop, it becomes difficult to draw the boundaries of human community in a meaningful way. Longstanding notions of democratic citizenship are becoming obsolete, even as we cling to them. Beyond Citizenship charts the trajectory of American citizenship and shows how American identity is unsustainable in the face of globalization. Peter J. Spiro describes how citizenship law once reflected and shaped the American national character. Spiro explores the histories of birthright citizenship, naturalization, dual citizenship, and how those legal regimes helped reinforce an otherwise fragile national identity. But on a shifting global landscape, citizenship status has become increasingly divorced from any sense of actual community on the ground. From the pundits to the polls, nearly everyone seems to agree that US politics have rarely been more fractious, and calls for a return to “civil discourse” abound. Yet it is also true that the requirements of polite discourse effectively silence those who are not in power, gaming the system against the disenfranchised. What, then, should a democracy do? This book makes a case for understanding civility in a different light. Examining the history of the concept and its basis in communication and political theory, William Keith and Robert Danisch present a clear, robust analysis of civil discourse. Distinguishing it from politeness, they claim that civil argument must be redirected from the goal of political comity to that of building and maintaining relationships of minimal respect in the public sphere. They also take into account how civility enables discrimination, indicating conditions under which uncivil resistance is called for. When viewed as a communication practice for uniting people with differences and making them more equal, civility is transformed from a preferable way of speaking into an essential component of democratic life. Guarding against uncritical endorsement of civility as well as skepticism, Keith and Danisch show with rigor, nuance, and care that the practice of civil communication is both paradoxical and sorely needed. In today’s world, citizenship is increasingly defined in normative terms. Political belonging comes to be equated with specific norms, values and appropriate behaviour, with distinctions made between virtuous, desirable citizens and deviant, undesirable ones. In this book, we analyze the formulation, implementation, and contestation of such normative framings of citizenship, which we term ‘citizenship agendas’. Some of these agendas are part and parcel of the working of the nation-state. Other citizenship agendas, however, are produced beyond the nation-state. The chapters in this book study various sites where the meaning of ‘the good citizen’ is framed and negotiated in different ways by state and non-state actors. We explore how multiple normative framings of citizenship may coexist in apparent harmony, or merge, or clash. The different chapters in this book engage with citizenship agendas in a range of contexts, from security policies and social housing in Dutch cities to state-like but extralegal organizations in Jamaica and Guatemala, and from the regulation of the Muslim call to prayer in the US Midwest to post-conflict reconstruction in Lebanon. This book was previously published as a special issue of Citizenship Studies.

This book examines forced migration of two refugees groups in South Asia. The author discusses the claims of "belonging" of refugees, and asserts that in practice "belonging" can extend beyond the state-centric understanding of membership in South Asian states. She addresses two sets of interrelated questions: what factors determine whether refugees are relocated to their home countries in South Asia, and why do some repatriated groups re-integrate more successfully than others in "post-peace" South Asian states? This book answers these questions through a study of refugees from Sri Lanka and Bangladesh who sought asylum in India and were later relocated to their countries of origin. Since postcolonial societies have a typical kind of state-formation, in South Asia's case this has profoundly shaped questions of belonging and membership. The debate tends to focus on citizenship, making it a benchmark to demarcate inclusion and exclusion in South Asian states. In addition to qualitative analysis, this book includes narratives of Sri Lankan and Chakma refugees in post-conflict and post-peace Sri Lanka and Bangladesh respectively, and critiques the impact of macro policies from the bottom up.
