In today’s world, citizenship is increasingly defined in normative terms. Political belonging comes to be equated with specific norms, values and appropriate behaviour, with distinctions made between virtuous, desirable citizens and deviant, undesirable ones. In this book, we analyze the formulation, implementation, and contestation of such normative framings of citizenship, which we term ‘citizenship agendas’. Some of these agendas are part and parcel of the working of the nation-state. Other citizenship agendas, however, are produced beyond the nation-state. The chapters in this book study various sites where the meaning of ‘the good citizen’ is framed and negotiated in different ways by state and non-state actors. We explore how multiple normative framings of citizenship may coexist in apparent harmony, or merge, or clash. The different chapters in this book engage with citizenship agendas in a range of contexts, from security policies and social housing in Dutch cities to state-like but extralegal organizations in Jamaica and Guatemala, and from the regulation of the Muslim call to prayer in the US Midwest to post-conflict reconstruction in Lebanon. This book was previously published as a special issue of Citizenship Studies.

American identity has always been capacious as a concept but narrow in its application. Citizenship has mostly been about being here, either through birth or residence. The territorial premises for citizenship have worked to resolve the peculiar challenges of American identity. But globalization is detaching identity from location. What used to define American was rooted in American space. Now one can be anywhere and be an American, politically or culturally. Against that backdrop, it becomes difficult to draw the boundaries of human community in a meaningful way. Longstanding notions of democratic citizenship are becoming obsolete, even as we cling to them. Beyond Citizenship charts the trajectory of American citizenship and shows how American identity is unsustainable in the face of globalization. Peter J. Spiro describes how citizenship law once reflected and shaped the American national character. Spiro explores the histories of birthright citizenship, naturalization, dual citizenship, and how those legal regimes helped reinforce an otherwise fragile national identity. But on a shifting global landscape, citizenship status has become increasingly divorced from any sense of actual community on the ground. As the bonds of citizenship dissipate, membership in the nation-state becomes less meaningful. The rights and obligations distinctive to citizenship are now trivial. Naturalization requirements have been relaxed, dual citizenship embraced, and territorial birthright citizenship entrenched--developments that are all irreversible. Loyalties, meanwhile, are moving to transnational communities defined in many different ways: by race, ethnicity, gender, religion, age, and sexual orientation. These communities, Spiro boldly argues, are replacing bonds that once connected people to the nation-state, with profound implications for the future of governance. In Citizenship Beyond Nationality, Luicy Pedroza considers immigrants who have settled in democracies and who live indistinguishably from citizens—working, paying taxes, making social contributions, and attending schools—yet lack the status, gained either through birthright or naturalization, that would give them full electoral rights. Referring to this population as denizens, Pedroza asks what happens to the idea of democracy when a substantial part of the resident population is unable to vote? Her aim is to understand how societies justify giving or denying electoral rights to denizens. Pedroza undertakes a comparative examination of the processes by which denizen enfranchisement reforms occur in democracies around the world in order to understand why and in what ways they differ. The first part of the book surveys a wide variety of reforms, demonstrating that they occur across polities that have diverse naturalization rules and proportions of denizens. The second part explores denizen enfranchisement reforms as a matter of politics, focusing on the ways in which proposals for reform were introduced, debated, decided, and reintroduced in two important cases: Germany and Portugal. Further comparing Germany and Portugal to long familiar cases, she reveals how denizen enfranchisement processes come to have a limited scope, or to even fail, and yet reignite. In the final part, Pedroza connects her theoretical and empirical arguments to larger debates on citizenship and migration. Citizenship Beyond Nationality argues that the success and type of denizen enfranchisement reforms rely on how the matter is debated by key political actors and demonstrates that, when framed ambitiously and in inclusive terms, these deliberations have the potential to redefine democratic citizenship not only as a status but as a matter of politics and policy.

This book explores the ways in which individuals and groups negotiate the meaning and rights associated with their citizenship or lack thereof within the context of diverse interpretations of "place." Place might be a specific location as in the place where a person is able to work, or live, or it may be more metaphorical, as in the spaces created to organize protest online. Place may even be defined by its absence or distance, as is the case with refugees and stateless individuals. Chapters in the first half of the book examine citizenship and place within the city. The second half examines citizenship and place beyond the city, beyond the nation, and in the case of statelessness, even beyond citizenship. The volume ends with a chapter that asserts that all citizenship is local. Citizenship, when examined from the ground up within the context of place, can capture conflicts and negotiations around belonging and rights that include those who are refugees, those who are stateless, and those whose very presence and demand for rights defy normative or state-driven definitions of who has the right to claim rights based on citizenship. This book seeks to help the reader push traditional boundaries and critically examine notions of citizenship in these spaces.
