Als vielversprechender Ansatz der Wohnungslosenhilfe ist das ursprünglich US-amerikanische Housing First-Modell in vielen europäischen Ländern eingeführt worden. Basierend auf der Idee, dass jedem Wohnungslosen eine Wohnung zusteht und jeder – mit der entsprechenden Unterstützung – in regulärem Wohnraum untergebracht werden kann, versteht es sich als Gegenmodell zu traditionellen Ansätzen der Wohnungslosenhilfe. Diesen wird vorgeworfen ineffektiv zu sein, indem sie Wohnungslose meist jahrelang in das Hilfssystem einbinden und somit die Wohnungslosigkeit lediglich verwalten anstatt sie zu beenden. Der Housing First-Ansatz dagegen verspricht eine hohe Erfolgsquote in der dauerhaften Unterbringung in Wohnraum, gleichzeitig erfährt er viel Aufmerksamkeit, indem er häufig als kostengünstige Lösung betrachtet wird. Anhand zweier Projekte nach dem Housing First-Ansatz in den Untersuchungsräumen Deutschland (Bielefeld) und Norwegen (Drammen) wird analysiert, inwiefern dieser ein effektives Modell der Wohnungslosenhilfe ist. Vor dem Hintergrund angespannter Wohnungsmärkte und einem knappen Angebot an günstigem Wohnraum stellt sich die Frage, wie der Anspruch jedem Wohnungslosen eine Wohnung zu beschaffen, realisiert werden kann und vor welche Herausforderungen die umsetzenden Kommunen dabei gestellt sind. Die Analyse lässt darauf schließen, dass die Umsetzung des Ansatzes auf kommunaler Ebene in verschiedener Hinsicht als effektiv bezeichnet werden kann. Dies bezieht sich zunächst auf die erfolgreiche Unterbringung eines Großteils ehemals Wohnungsloser in regulärem Wohnraum und auf die Verbesserung ihrer Lebensumstände durch eine stabile Wohnsituation. Zumindest in einem Beispiel kann eine Kosteneffizienz der Maßnahme nachgewiesen werden. Auf kommunaler Ebene kann auch festgestellt werden, dass prognostizierte Kosteneinsparungen in Hinblick auf die Akquisition von finanziellen Mitteln ein wichtiger Faktor für die Implementierung des Ansatzes sein können. Trotz wesentlicher Unterschiede der Rahmenbedingungen der Wohnungsmärkte zeigen sich hinsichtlich der Herausforderungen in der Wohnungsbeschaffung in beiden Untersuchungsräumen viele Parallelen: Besonders der Mangel an geeignetem Wohnraum sowie ein erschwerter Zugang zu vorhandenem Wohnraum für diese Zielgruppe. Dennoch belegen beide Projekte, dass mit einem intensiven und zielgerichteten Einsatz sowie dem Ausschöpfen verschiedener rechtlicher Möglichkeiten eine erfolgreiche Unterbringung gelingen kann. As an approach to reduce and end homelessness, the housing first model is implemented in many European countries. By housing homeless people directly in their own rental apartments, the housing first approach is said to be more effective than traditional approaches of homelessness services that are often criticized for just managing homelessness instead of attempting to end it. Compared to traditional ways of battling homelessness it is believed that the housing first approach leads to savings in the public expenditure. Anticipated cost savings pose a reason to implement new approaches of homelessness services at the administrative level. This master thesis analyses the effectiveness of housing first projects considering financial as well as humanitarian aspects by studying two housing first projects in Germany and Norway. The paper emphasises the role of the housing market and proposes opportunities to accommodate homeless against the background of tense housing markets. In both study areas, access to affordable housing represents the main challenge. Despite that, both projects devised various solutions to house homeless people with complex and individual needs in their own rental apartments. However, the analysis reaches the conclusion that the prevention of homelessness constitutes the most effective and favourable way to manage the issue.

Despite an extensive literature on homelessness there is surprisingly little work that investigates the roots of homelessness by tracking homeless people over time. In this fascinating and much-needed ethnographic study, Megan Ravenhill presents the results of ten years' research on the streets and in the hostels and day-centres of the UK, incorporating intensive interviews with 150 homeless and formerly homeless people as well as policy makers and professionals working with homeless people. Ravenhill discusses the biographical, structural and behavioural factors that lead to homelessness.
