This study comprises an analysis of two contemporary tactical airpower commanders from World War II, Lieutenant General Elwood “Pete” Quesada and Generalfeldmarschall Wolfram Freiherr Von Richthofen. It attempts to determine how they succeeded where others failed. Whether solving operational issues, developing technical innovations, or devising logistic solutions, these commanders transcended service-centric doctrine and loyalties in order to achieve their objectives. The author searches for common elements among their personal background, professional education, officer development, and operational experience that help explain their uncommon triumphs. The analysis includes both external and internal factors to determine which is dominant. The final section includes five recommendations intended for those who conduct officer accession, professional development, and promotion boards. Dates: *10 October 1895 in Gut Barzdorf, Silesia +12 July 1945 in Bad Ischl, Austria.Wolfram von Richthofen joined in the spring of 1913 as an ensign in the Royal Prussian Army. He came here for the first Silesian Hussars "Schill" no. 4. In this he was promoted on June 19, 1914 lieutenant. With this, he fought at the beginning of the First World War in the West and East. On 1 January 1916 he was promoted to lieutenant. On September 6, 1917, the cousin of the Red Baron was commanded at his own request for fighter pilot training at the flying school in Halle an der Saale. After his training, he was transferred to Jagdgeschwader 1 his cousin Manfred von Richthofen. Until the war, he scored eight victories on the Western Front. After the war he first came back to his old regiment. In 1920, he left with the character of a first lieutenant the army and studied at the Technical University in Hannover mechanical engineering. In 1923 he passed his exams and then re-entered the Army. He came here as a lieutenant for 2nd Squadron of 11 (Preuss.) Reiter-Regiment after Leobschütz in Upper Silesia. But he was employed at the headquarters of Berlin.

In 1933 von Richthofen joined the Luftwaffe, commanded by his former commanding officer at JG 1, in 1918, Hermann G�ring. By 1934 he was in charge of developing and testing new aircraft in the Technisches Amt, under the overall direction of Ernst Udet. Although Richthofen had known G�ring, having served under him in the First World War in JG 1, the two did not get along. They both came from aristocratic backgrounds, but Richthofen was a Silesian from Lower Silesia, a drive commander, a good and hard working staff officer who enjoyed the company of engineers and like-minded men. G�ring was a Bavarian, and a playboy who enjoyed talking about First World War stories and his time as an ace while he enjoyed the trappings of power. G�ring preferred men like him, and promoted them on that basis. He overlooked the more qualified Richthofen in favour of Udet, a hard drinker and playboy, who like G�ring had grown up in Bavaria, to head the Technisches Amt.Richthofen's role was mainly concerned with aircraft procurement programs for the fledgling Luftwaffe. He was involved in the development of types such as the Dornier Do 23, Heinkel He 111 and Junkers Ju 86. In the event, only the He 111 would make a real impact during the war. Richthofen was following a considerably difficult assignment, stemming from a directive issued to the Reichswehr before Hitler's rise to power. In July 1932, the Reichswehr had been pursuing the Schnellbomber (fast bomber) concept. The need for modern and fast bombers was to meet the future vision of air warfare for bombers that were faster than fighter aircraft.
